Monitoring of commerce in private schools

It has been found that large private schools in Kathmandu valley charge more than the standard. This was found in the monitoring conducted by the Commercial Supply and Consumer Protection Department in about two dozen private schools in the last two weeks. The Institutional School Directory 2072 has set the criteria for infrastructure, fees, bonds, etc. But most of the schools under monitoring have not followed the standards.

We wanted to see whether the schools operating in the valley followed the standards. After monitoring more than 20 schools in two weeks, we obtained the documents,' said Kumar Dahal, Director General of the Department of Commerce, 'During the study, it was not seen that the institutional schools followed the guidelines . The fee was also found to be taken arbitrarily.' The

department monitored Modern English School in Bhaktapur, Ganapati Pratishthan (James School) in Lalitpur and Premier International Pvt Ltd (Premier School) and Euro School in Budhanilkanth. Millsvery International School in Tokha, Rosebud School in Buddhanagar was also monitored. Pathshala Nepal, Brihaspati Vidyalaya, Rai School, Siphal School, Galaxy Public School and Alok Vidyashram have also been monitored. According to the department, Nisarga Batika, Kathmandu Euro School, KMC School, Kavya School, Nobel Academy, Valley View School, United School and Creative Talent Education were also monitored.

"After monitoring, we asked for all the documents within 3 to 7 days, when increasing the study fee, the permission of the local government should be taken, none of the schools have followed this rule," said Dahal. According to the Local Government Operation Act 2074, mandatory permission of the municipality must be obtained when increasing the fee.

'Some schools have charged up to 5 times more than the guidelines,' he said, 'all school documents are being studied, we will fine 3 lakhs to all those found guilty.' But Dahal claims that he did not have international relations. He said that after studying all the schools, a lump sum fine will be made public.

The department says that the school is charging extra fees in the name of other activities. Along with fees, some revenue has also been cheated. The PAN number appears . But every year the revenue is zero," said an employee participating in the monitoring. "We are also being pressured by the Indian Embassy, the Ministry of Industry, Commerce and Supply and political parties." The official claims that the National Private and Residential Schools Organization Nepal has also put pressure on us.

According to Section 2 'D' of the Commercial Consumer Protection Act 2075, service means electricity, drinking water, telephone, information technology, health, education and consulting, transportation, sewage disposal, banking or other services of a similar nature. It also refers to legal, medical or engineering services. "Under the rights of the consumer in section 3 (2) c, it is mentioned that there is a right to be informed about the price, quantity, purity, quality, etc. of goods or services," said the officer, "we have monitored based on this section, and after monitoring, we had to give an explanation to the ministry."

department also monitored the school in January 2074. Even at that time, it was found that private schools were charging high fees under various headings . But they didn't provide enough facilities to charge the fee .

President of Consumer Awareness Campaign Nepal Krishna Prasad Bhandari (Marseille) said that parents were robbed in the name of admission fees. Arbitrary fees have also been charged from students staying in hostels. But the government did not pay attention to control and action, he said. Parents are in trouble in the education sector. It is suspected that high fees have been charged in collusion with the regulatory body," Bhandari said. "It is wrong for government community schools to violate free facilities in the name of English medium and collect annual fees. The government should be serious about this matter.'

Ann Pabson against the monitoring

National Private and Residential School Organization Nepal (N Pabson) has objected after the commercial monitoring. Pabson concluded that the contribution and sensitivity of private education has been neglected in recent monitoring of schools. He suggested monitoring in a coordinated manner keeping in mind the educational sensitivity.

Ann Pabson expresses objection to the action of taking the school's sign board as a hoarding board . Hoarding board is a commercial medium used for business promotion, for which tax is payable. But the sign board of the school is the mandatory board to identify the educational institution, which provides the name, level and other information of the school,'' said the statement issued by Ann Pabson, "The regulation made by looking at the sign board as a hoarding board is unfair."
