The Koshi state government has accelerated the preparation of the budget for the next financial year 2082/83. Along with this, there is also a plan to register the plan in the relevant ministry. From ministers, MPs to local people's representatives, they seem to be active in 'lobbying' from ministers to chief ministers to plan their areas.
In the past, there was strong criticism that the scheme was selected through the Tajbiji system in an opaque and unscientific manner. To address this, the government has introduced the concept of 'Planning Bank' from this year. Mimans Adhikari, Secretary of the Provincial Planning Commission, said that after the plans submitted by the local level, ministries and public institutions are registered in the Planning Bank, a decision will be taken based on quality, priority, need and implementation capacity.
"More than 41 thousand plans have been registered so far," he said, "Plans are selected based on the government's policies and priorities." Most of them are related to the Ministry of Physical Infrastructure. About 55 percent of the total plans are from the Ministry of Physical Infrastructure, an employee of the Ministry said. The right to choose the
plan is given to the ministers of the respective ministries. There is a provision that only the plans recommended by the ministry will be sent to the commission. Based on this arrangement, MPs are doing extensive 'lobbying' to influence ministers. Especially the ruling MPs are meeting regularly with the minister to advance the plans of their constituencies.
