Power Minister on Profit/Loss of Electricity Authority: White paper is realistic
Energy, Water Resources and Irrigation Minister Deepak Khadka has said that the white paper issued by the Electricity Authority is realistic. He made this claim while speaking at the infrastructure committee meeting held on Wednesday.
He said that the profit and loss situation of the current electricity authority was not created only after the former executive director (MD) left but the new MD came in, but it has been an issue since before. He said that the board had already decided to audit the proposal when former MD Kulman Ghising was working.
He said that while the Auditor General was showing that the authority was in loss, the then Executive Director Ghising was showing a profit. According to
Khadka, profit was shown despite the fact that the contractors who built the transmission lines of 26 projects were unable to pay when they asked for payment. Therefore, the committee decided to conduct a full audit of internationalization and because Kulman did not cooperate in its implementation, they had to bring a white paper along with the change of MD.
He said, "In terms of what is the current profit and loss of the electricity authority, it did not happen after the former MD left, but after the new MD came." The board decided and brought the proposal when he was a former MD. We said that the proposal should be audited by raising questions. Because the Accountant General says one thing, his report is another. No harmony. The Accountant General's report had not yet come out, but we had already arrived. The Accountant General has shown a loss, he has shown a profit. The contractors who build the transmission lines of about 26 projects are asking for money, but he has not been able to give it. But he says profit.
He said that the committee has already decided to conduct an internationalization audit. He objected to the fact that even though the shares of the authority should be sold, the consent of the Ministry of Finance should be obtained, saying that "we can sell them for 300".
He added, 'On the one hand there is a dilemma of profit and loss, on the other hand it is said to sell for 300. Your tenure is short, embezzlement seems to increase after money comes. So it cannot be done. Do the audit, do what the audit says. We have decided. When it was said that zinc should be brought out, there was a situation where they refused to implement it. Therefore, after many attempts, the white paper was brought as soon as the MD was changed. The current white paper is realistic.
He said that the liabilities of the projects have not yet been determined and for that an audit is necessary.
Minister Khadka said, 'The audit is being done soon. I know how much discussion there is, how much criticism I have to endure when this topic is brought up. But I believe that the result will be good. People's representatives should be more responsible. This is not my private property, it is the country's property. Everyone's responsibility is equal. Study realistically. One should not speak for the sake of popularity. There should be more investigation. The authority is moving towards that. The Accountant General has already said about the loss, not the profit. It cannot be said that the money paid by people from all over the country is profit. There is a subsequent liability. Profit or loss is determined only after the liabilities are reduced.
Minister Khadka mentioned that only after the liabilities are reduced, the clarity of profit and loss will come.
