The former Vice Chairman of the National Planning Commission has suggested that the available resources should be invested in infrastructure construction when resource management is becoming more difficult in the upcoming budget due to low revenue collection.
They emphasize that the government should spend the next year's budget on infrastructure construction and the latest and creative work.
National Planning Commission organized on Monday at the 'Niti Samvad: Resource Management' program, Prime Minister KP Sharma Oli's development adviser and former finance minister Yuvraj Khatiwada said that although there is a possibility of internal finance mobilization, there is a lack of various mechanisms. He emphasized that a large amount of investment is needed in infrastructure construction and for this, internal and other investments should be mobilized in infrastructure construction .
Former Vice President Dipendra Bahadur Kshatri says that the trend of putting projects in the budget without adequate study and preparation should be stopped. He says that there is pressure from MPs to put unprepared projects in the government's red book. "Moreover, in the case of provinces, commission transactions are done for budgeting," he said, "so that there is no distortion in the central government." He said that the government should clarify what kind of projects are included in the budget and which are not. When there was news about bringing MP Development Fund, another Vice-President Pushparaj Kandel questioned whether there was coordination between the Ministry of Finance and the Planning Commission on that matter. He says that the biggest problem at present is the lack of mutual coordination and cooperation between different levels and agencies.
Another former vice-president Govindraj Pokharel said that when looking at why the project was not completed at the specified time, the part of corruption and misrule should also be looked at. Pokhrel said, "The concept of Greater Kathmandu should be promoted, the number of community schools should be reduced, and how much investment should be made in the mining sector such as cement, hydropower, covering the geography of Dhading's Gajuri to Kavrepalanchok's Panchkhaal."
Vice President of National Planning Commission Shivraj Adhikari said that the management of budget resources and prioritization of projects for the next fiscal year are challenging. He said that the organization discussed what strategies can be adopted to solve the challenges of resource management and to prioritize the projects to be kept in the budget.
