As the budget time approaches, 8,000 new projects have been entered in the National Project Bank. Only the projects that have been 'archived' and up to standards have been included in the bank. Prakash Kumar Shrestha, a member of the National Planning Commission, said that as the process of project entry is still going on, it is not certain how many will be reached.

Most of the projects are related to road infrastructure, in which the Ministry of Physical Infrastructure and Transport, Urban Development and Water Supply are the ones that have entered the most projects.

The National Planning Commission has cleared the old projects and put new ones on the ground that the preparations have not been completed and arbitrary plans have been put in place. According to the National Project Bank Standard-2081, only new projects have been entered into the bank for those who have passed the process. According to 'National Project Bank Standard-2081', projects worth less than 3 crores cannot be entered into the system . Projects that are not in the bank will not be included in the budget.

The commission claims that the next year's budget will not have fragmented plans like in the past. Earlier, it was decided by the Council of Ministers in December 2080 that the Union would not allocate budget for projects costing less than 3 crores. Contrary to that decision, the federal government has budgeted dozens of programs worth up to 1 lakh rupees in the current financial year.

Without looking at resources, needs and justification, small pieces of planning based on power and access are included in the Union's budget . Ministry of Urban Development is ahead in keeping the most piecemeal plans in the budget. "The system has been developed in such a way that projects worth less than 30 million cannot be placed at the time of entry into the project bank," Shrestha said, "Now the union government should implement only large projects."

"Provincial government and some municipalities have also started the project bank system, but the situation is still in the learning stage as it cannot be implemented effectively," Shrestha said, "If the bank could be managed at three levels, there would be no duplication in projects, and we would know what is happening at which level."

The concept of project bank has been introduced with the intention of choosing plans that have been prepared, projects and projects should be implemented immediately after the budget is spent, and capital expenditure can be incurred, Shrestha said, "Therefore, the right project that will give more returns should be chosen." Shrestha says that it has not been implemented effectively. "The Commission has now brought some modifications to the project bank criteria," he said.

In the financial year 2080/81, 7,000 planning projects were placed in the bank . After adding 11 thousand in the current financial year, the number has reached 18 thousand . Shrestha says that only the new scheme has been kept in the bank after modifying the criteria. "It does not include old projects, but old projects can be kept if necessary by fulfilling the criteria," he said, "again, it does not mean that all projects entered in the system will get the budget." He said that with the closure of the Budget Information System (LMBIS) by the Ministry of Finance, the entry of plans in the project bank will be stopped.

The commission will have a secretariat for the operation and management of the project bank. It is mentioned in the criteria that the division will work as a secretariat as specified by the commission. The Secretariat will act as a contact point in the identification, classification, evaluation, selection and prioritization and re-prioritization process of projects from the relevant ministries or agencies.

Now, the process of project entry is going on, said Shivraj Adhikari, Vice President of the Commission. "There is a change in keeping small pieces and haphazard projects," he said, "that's why we have given time to enter the plan, we will set the time from the next time." Shyam Prasad Bhandari, Joint Secretary and Spokesperson of the Ministry of Finance, says, "How to take such projects forward is under discussion." Nothing has been decided yet.' He says that although there is a plan not to keep projects below 3 crores in the budget, it will be challenging in its implementation.
