Every year, the government spends billions of rupees to increase the production and productivity of agriculture. But it has been found that the amount has not been put to good use. Stakeholders say that there is a lack of monitoring of whether the subsidies distributed to the commission and beneficiaries have been properly utilized or not.

The 62nd annual report of the Auditor General has also pointed out that there are some problems in every project and program of agriculture. It is mentioned in the report that not only agricultural programs and projects, but also from the Central Government (Ministry of Agriculture and Livestock Development) have not been effective.

The program announced in the budget statement of the last financial year 2080/81 was not implemented. Even though 1.9 million 18 thousand farmer families have been registered till 2080/81, identity cards have not been issued,' the report says, 'Farmer classification, listing and issuance of identity cards have affected activities such as the establishment of farmers' pension schemes and farmers' welfare funds. Classification, listing and issuance of identity cards of farmers should be completed on time and discounts, concessions and subsidies should be provided.' As a result, there will be duplication in subsidy distribution and marginalized farmers will not have access to it, according to the report. Granting based on different guidelines has not been consistent. In order to be effective, the report pointed out that the national policy and management information system for grant distribution should be prepared and the integrated records updated.

It has been found that there is no follow-up on the customs exemption application recommended by the Ministry of Agriculture. According to the recommendation of the Ministry, only 1 percent customs duty is levied on compressors and other specified goods and tools required for cold storage, which are built to protect the agricultural products imported by animal husbandry, industry, agricultural firms and companies and agricultural cooperatives. In 2080/81, 12 firms and institutions have been recommended a discount worth 19 million 15 million 50 thousand. "There was no monitoring of whether the products recommended for discount were consumed according to the intended purpose," the report states.

Accreditation is being done to ensure the quality of vaccines produced at the National Vaccine Laboratory, but the process has not been completed yet. It is mentioned in the report that the situation is still the same as it was pointed out in previous years as well that the need to achieve international recognition should be met. The cold storage construction project is also confused. It is mentioned in the report that an agreement of 2.34 billion 78 million has been made with various 11 organizations to complete the work within 2 years in 2074/75 and 2075/76 for the construction of cold storage among the priority areas of the project.

It was seen that out of the cost, the project has provided 167.8 million mobilization peski with a grant agreement of 1.4 billion 2.4 million for the construction of cold storage. Due to not starting the work on time as per the agreement, the project has confiscated the deposit guarantee of 7 organizations and canceled the contract and 4 organizations were instructed not to work because they did not return the deposit. It is also stated in the report that more efforts are needed in the construction, operation and sustainable management of cold storage houses. Although cold storage has been built with grants from various agencies, there is no integrated record of it. Based on the feasibility study, the cold storage should be constructed at a suitable place, the ownership of the land where the cold storage will be built should be brought to the name of the relevant body, if it has been built, it should be operated at full capacity, incomplete infrastructures should be completed on time. It should be done.'

There is also a problem with projects run by foreign grants. It is mentioned that the productivity of food crops and milk has not increased according to the food and nutrition security improvement project and the project analysis has not been done. The General Accountant has pointed out that the project should be managed in such a way that the targeted progress is achieved. It is mentioned in the report that there is no clear arrangement regarding the responsibility of the beneficiaries in the subsidies provided to the farmers in the rural enterprise and economic development projects. It is mentioned that the period of use of the subsidy provided by the project and ensuring its proper use should be clarified.
