Stakeholders involved in the study and research related to federalism have suggested 50 points to the government to make the strengthening of federalism, institutional development and coordination between the three levels of government effective. Under the leadership of Federalism and Localization Center (FLC), the suggestion was handed over to Finance Minister Bishnu Prasad Paudel on Monday.
While the federal government is in the process of budgeting, the stakeholders have suggested that all types of subsidies flowing to the state and local levels should be brought under the purview of the National Natural Resources and Finance Commission. In the suggestions given to Minister Poudel under the leadership of the Center's President and federalist Khimlal Devkota, it is mentioned that there is a need to coordinate the projects of the three levels of government, even if it is by amending the constitution and laws. In the
suggestion, it is emphasized that the leader and minister-oriented plan should end. "Equalization grant is a constitutional right of the state and local level, so it should be ensured that it is not cut," the suggestion said. Due to the budget cuts, the plans implemented by the provincial and local levels have been stalled.
It has been demanded to implement a performance-based subsidy system at least 50 percent of the subsidy going to the local level in collaboration with the province. It has been said that by ending the budget given to MPs in the name of constituency development, regional balance should be maintained in the budget distribution.
Chairman Devkota said that there should be a balance in revenue distribution, the Forest and Environment Act should be amended to facilitate development, a law should be introduced to solve the problem of land acquisition, non-budgetary funds should be disbursed, funds should be transferred to the budget at the end of the financial year, multi-year plans should be approved without a basis, etc. Finance Minister Poudel promised to help strengthen federalism. He promised to include the good questions mentioned in the suggestion in the budget.
