The Gandaki provincial government is preparing the budget for the next financial year 2082/83. After the ceiling of the budget came from the federal finance ministry, the government of Gandaki is preparing for the budget.
Economic Affairs Minister of Gandaki Dr. Tekraj Gurung said that compared to the current financial year, the budget size of the next year will decrease. The Ministry of Finance said that the government has prepared a budget of 29 and a half billion for the coming year.
Minister Gurung, who is also the spokesperson of the government, said that the federal government has sent a ceiling of only 29.5 billion. "The ceiling of the budget has come down," he said, "We have already written to all the ministries to prepare the budget according to the ceiling." Minister Gurung says that the financial transfer grant from the
association can increase the budget. The government had brought a budget of 32.97 billion in the current year. As the state government does not have its own source of income, it has to rely on the federal government this year as in the past. Non-fulfillment of the government's revenue collection target, non-expenditure of the capital budget as expected are also the main problems of budgeting.
Increasing liability in old schemes is another main problem of Gandaki. Minister Gurung says that since the federal government is not giving the revenue to the province, and the local level is also not paying the revenue, the revenue has not been raised according to the target of the provincial government. He said that in the coming year, budget preparation is being done to give priority to existing plans rather than new plans.
'The patient plan is also being discussed,' he added, 'even if the whole plan cannot be covered, there is a plan to cover half of the plan.' Now the Ministry of Physical Infrastructure Development alone has 17 billion and the Ministry of Energy, Water Resources and Drinking Water has 19 billion multi-year plan responsibility.
The decision to add multi-year plans after the government has put the government in trouble. The government has lost the opportunity to add new programs. The government has also considered the problem of budget creation in the middle of the financial year, adding and revising the budget and not projecting the resources when announcing the program.
The Ministry of Finance says that the plan is very incomplete because there is no official cost estimate when requesting the budget. There are more problems in the scheme that is named without DPR. The Ministry has said that such plans will be incomplete. The lack of coordination and cooperation between the government in the implementation of the plan has also caused problems. There is confusion in many plans due to entry in 'PLMBIS' (Province Planning Software) without keeping the complete details of the plan. If the plan remains incomplete, the liability is created by not giving enough budget to the plan. The government has seen a problem in keeping the budget low in the plans that are in the implementation stage and focusing the budget on the annual plan.
There are currently 13 thousand 577 and 10 thousand 601 projects and programs under the capital title. There are 180 offices, 4 bodies, 7 directorates and 9 ministries under the provincial government. The provincial resource estimation committee has suggested that the size of the budget should not be increased.
The committee, whose coordinator is Krishnachandra Devkota, who is also the vice president of the State Policy and Planning Commission, recommended the government by determining the maximum limit for the next 3 years. It is recommended to reduce the size of the budget to 30 billion 93 million rupees in 2083/84 and 32 billion 63 million rupees in 2084/85. As in the past, the government had announced a budget to take 1 billion 70 crores of domestic debt in the current year . The state government has not been able to implement the internal debt because the federal government has not made a law.
In view of the same problem, the committee has also suggested not to put the proposal to raise internal debt in the budget from next year. The Resource Estimation Committee has also suggested giving priority to the Second Five Year Plan. Although the size of the budget was big last year, the Ministry of Finance said that there were problems in implementation.
It is estimated that the internal income of the province will reach 5 billion 18 million rupees. The committee has projected that 1.2 billion rupees will not be spent in the current year and will remain as a balance.
The government has said that the upcoming budget has been discussed along with the implementation review of the current year's budget. Government spokesperson Gurung said that the team of the Ministry of Finance visited various districts and discussed the problems encountered in the budget formulation and suggestions for improvement in the coming year. A few days ago, the Ministry of Finance along with the head/deputy head and chief administrative officer of the local level of Syangja and Parbat held a discussion in Siruwari . During the
discussion, the municipality complained that they could not get the budget from the provincial government as per the expectations of the people. Vishwa Paudelal, chairman of Andhikhola Rural Municipality of Syangja, accused Chief Minister Surendraraj Pandey and ruling party CPN-UML parliamentary party leader Khagraj Adhikari of budget allocation only in the area.
"You came to us to get suggestions," he said, "We don't get the budget by asking for it." As the budget allocation is based on access, we are not asking for the budget. The Chief Minister is represented by the Nepali Congress, while the officer is a former Chief Minister. Poudel says that even though two big parties are represented in power, only they will have access to the budget. Poudel is also the elected municipal president from UML. On the other hand, CPN-Maoist Center and Rashtriya Prajatantra Party, which are the main opposition in the Gandaki Provincial Assembly, have said that the government should address the budget according to the demands of the people rather than access to power.
