Deputy Prime Minister and Finance Minister Bishnu Paudel has said that to implement the plans reflected in the budget, we should work within the limits of the constitution.

 

Speaking at an event held in Kathmandu on Saturday, he mentioned that the constitution is the most important document for budgeting.

He said that it is clear in the list of rights that who will implement the programs presented by the government through policies and programs. He said that although the annual budget of the country is prepared by the union government, the programs implemented by the union are very few. He said that among the programs mentioned in the budget, the programs to be implemented by the state and local governments are high.

He said that the plans are limited to the plans when the union government is facing the tasks to be done by the various consumer groups under the local government. He emphasized that union, state and local governments should work according to their responsibilities within the scope of the constitution to implement the plans decided through the budget.

He said, 'If the important document that guides us in our budget system is the constitution (I understand that it is the constitution), should we accept the constitution or not? Is the constitution something to show or something to follow? From what I have seen, the list of rights is also printed so that there will be confusion with what is written in the language only in the constitution. What are the rights of the union? What is the right of the province? What are the rights of the municipality? What is the common right is written in the list of rights. If there is any confusion about the list of rights, we have also passed the work detailing report. It is recognized that the work detailing report will also be further modified based on experience. But the practice is that the programs carried out by the union are not only those of the union, the plans carried out by the provinces and municipalities are excessive and the programs carried out by the federal government are few. Some of them will be done by the consumer committee instead of by the municipality. Mothers' groups, forest users' groups, etc.—all these have become gossip. Therefore, first of all, we should be prepared to be guided by the constitution and live within the limits of the constitution.'

Finance Minister Paudel has said that there is no balance between capital expenditure and revenue. Stating that the revenue should show that ordinary expenses are covered by the budget while making the budget, he said that even though the heading of compulsory expenses cannot be reduced, it is practiced to load other headings less to show balance in the budget.

He said, 'Less allocation is another problem. Revenue should be seen to cover ordinary expenses while making the budget. How to show? Show ordinary expenses by loading less than necessary where necessary. There is a mandatory obligation to show that the revenue covers ordinary expenses—the army, the police, the salaries of the employees cannot be cut. Their ration allowance also cannot be deducted. But we have done an exercise to show that there is a balance between capital and revenue by downsize allocation. We are in trouble. We should proceed from this place.'

Deputy Prime Minister Paudel has said that the previous government made plans that could not be covered by the budget. He claimed that the current government has introduced policies and programs to fill the hole by adding 7,000 schemes to the 6,000 schemes in the past in the budget of the current financial year.
