Stakeholders have emphasized on the need to increase budget allocation efficiency and implementation efficiency in the preparation of the budget for the next fiscal year 2082/83. Former Chief Secretary Dr. Dr. Vaikunth Aryal mentioned that there is a problem in the budget cycle such as budget formulation, allocation, implementation, monitoring and evaluation. He pointed out the need to improve it.
Mentioning the fact that in the last 50 years, according to the allocation, spending has always been less, he presented the data that an average of 86.97 percent of the budget has been spent in five decades . He said that even after the implementation of the new system, the effectiveness of the expenditure could not be seen.
'In the last 10 years of the constitution, more than 80 percent of the budget has been spent only three times. Over the last 13 years, the An average of 84.76 percent of the budget, an average of 67.80 percent of capital, and an average of 81.52 percent of the budget have been spent on the title. Looking at it this way, it seems that only 80.58 percent has been spent,' former Chief Secretary Aryal said. He presented the fact that more expenditure was seen in defense, public peace and security and entertainment, culture and religion according to the allocation, but less than 80 percent was spent in the area of capital construction.
The increasing liability of pension and social security, the increasing number of delegations going on foreign visits, fuel expenses due to the increase in vehicles, increasing financial assistance and medication, the continuous increase in the created liability of resource assurance given in the past years and the lack of up-to-date accounting, he pointed out the problem. Aryal has suggested that the cost estimate of the
project can be done by a third party. Similarly, he also said that there is a tendency for the ministry to keep a budget for a program but if it is not able to implement it, then at the end of the year, the funds will be distributed to the provinces with conditional grants.
National Planning Commission member Dr. Prakash Kumar Shrestha opined that there are mainly three contradictions in the budget. "First, expansionary budget comes at the beginning but contraction is seen during implementation". Second, the federal government is in a budget deficit, but the combination of all three levels of government appears to be in surplus. Thirdly, the prioritization of the project is very weak, Dr. Shrestha said.
When making the budget for the current financial year, he mentioned that there were more than 18 thousand projects in the project bank and that it was restructured. He said that the number of projects in the newly restructured project bank has reached over 7,000. He said that now the National Planning Commission will seriously implement the issue of the union government not missing the budget for projects costing less than three crores.
According to him, work is being done to coordinate the project bank, medium-term expenditure structure and budget. Mentioning that due to the lack of prior preparation of the ministry, there are also problems in implementation, he said that 80 percent should be technical and 20 percent political when putting plans and programs in the budget.
