Former finance minister and ruling Congress MP Prakasharan Mahat has said that the government's policies and programs for the next fiscal year are short. He also said that the annual policy and program for the coming financial year 2082/83 is balanced, realistic and implementation-oriented. He also suggested to the government that the plan to increase foreign aid in policies and programs should be moved forward.
In Monday's meeting of the House of Representatives, MP Mahat said that policies and programs have come with some corrective efforts. He held the view that policies and programs should be turned into reality by paying special attention to issues such as monetary-financial policy coordination, result-oriented budget allocation, balance in social security, creation of investment-friendly environment and job creation.
He said that it is important how to have a happy Nepali and a prosperous Nepal. He said that although the Nepalese are experts in what to bring, no one has been able to give a solution on how to bring it. He said that no one has paid attention to what are the solutions to the problem.
Mahat said that the challenge of the current economy is to fulfill the ambitions of the people, but the government does not have the resources to do so. He said that the government has less income and more expenses. He said that the problem of the economy is that ordinary expenditure is high and capital expenditure is low. He said that although the government's policies and programs are solid and positive, emphasis should be placed on implementation to make them result-oriented. He said that effective implementation of the budget should be made the main basis of policy making as it is necessary to break the trend of being limited to announcements like in the past.
Mahat also said that one of the main reasons for economic relaxation is the lack of coordination between monetary and fiscal policy. He pointed out that when the monetary policy of the central bank and the financial policy of the government were inconsistent with each other, the confidence of the private sector was weakened and the flow of investment was obstructed. According to him, his comment was that economic development could not be achieved as per the target because the budget could not be used for return-oriented projects in the past. But he said that in this time's policies and programs, priority has been given to projects that give returns and not to budget for sick projects.
He suggested that the federal government should not allocate budget for projects costing less than 30 million, putting an end to the trend of "sowing seeds" in budget allocation. 'Reward is obtained by sowing seeds ? The central government will not do projects below 3 crores and will not distribute plans without a contract . The fake consumer group has up to the transaction . Such reports have come to the province. We have to prioritize and the results will come,' he said.
Mahat said that the commitment of the government to cancel unnecessary government structures and to operate public institutions in collaboration with the private sector is welcome. He expressed the hope of contributing to the improvement of service quality and effective use of resources. Mentioning that the responsibility of the social security program is constantly increasing, he stressed on the need to maintain a balance in resource management.
He suggested that strategies such as promotion of good governance, improvement of basic services such as education and health and commercialization and import substitution should be adopted in agriculture. Stating that there is no special reason to disagree on policies and programs, he mentioned that it is necessary to avoid populist slogans and focus on programs that give long-term results.
Mahat said that it is necessary to pay attention to how to manage the mobilization of foreign aid . 'Grants are constantly decreasing . Now we have to prioritize bringing in foreign investment. Investment should be facilitated,' he said. He emphasized on the need to solve the policy and practical problems in the investment sector. He said that even when taking foreign loans, multilateral foreign loans should be given priority over bilateral ones.
Mahat suggested that the tourism sector can be promoted as a major basis for job creation. For that, he emphasized that infrastructure such as roads and hotels should be expanded. He suggested that the management of Nepal Airlines Corporation should be given to the private sector.
