On Chait 24, 2076, the government imposed a complete ban on the import of Chokda. But on Chait 9, 2077, a quantitative restriction was imposed not exceeding 5 thousand tons for the financial year 2077/78. From the next fiscal year onwards, small import ban is taking place. But the interesting thing is that, in the meantime, a large amount of Chokada is coming in from the customs point without interruption.

Whose interest is it coming after all? With whose connivance are the government employees allowing imports despite the ban continuing? Because since 2078/79 when import of chokada was completely banned, around 80 million rupees worth of chokada has already been imported. In the first 9 months of the current financial year, about 300,000 kg of chokada worth 37.4 million have been imported. 

'Chokada is a banned item while looking at the gazette. But how it came legally is a matter of surprise. "Chokada has been imported outside the rules," said Kumar Dahal, director general of the Department of Commerce, Supply and Consumer Protection. It is the negligence of the person who opened the item entry.'  Dahal said that the imported chokada, which went beyond the

rules, was not consumed for industrial purposes, but was used for commercial purposes. Experts say that Chokada was imported in coordination with Ministry of Industry, Commerce and Supply, Customs Department and Plant Quarantine Office. Some employees of the Customs Department and Plant Quarantine Office have supported the businessmen to fulfill the interests of the limited businessmen. They say that the ban is coming in the agreement of this body. 

'After the government imposed a complete ban on the import of Chokda on Chait 24, 2076, the LC was opened within 2076 and allowed the others to come. After setting a limit of 5,000 tons for 2077/78, the traders were forced to import with the green signal of the ministry," said an official of the ministry, "then it seems that they have entered into an arrangement with the Customs and Plant Quarantine Office."

According to the official, strict action should be taken against the employees who allow import against the rules. A responsible agency of the government did not seem to comply with the items banned by the government, it was not responsible. It seems that one imposes restrictions and the other permits imports,' said the official, adding that the customs code has no value. The open border has created confusion as to which goods have been imported.

2076 Despite the ban on Chait 24, the data of the Customs Department shows that in 2076/77, 2.72 billion 2.4 million worth of goods were imported. Quota for 2077/78 was fixed for 5 thousand tons. During this period, 2 crore 26 lakhs worth of Chokda has been imported. Since then, the government has imposed a complete ban on the import of Chokada from 2078/79. But in 2078/79, there is a customs data of 40 million 13 million imports. 

According to the customs department, 2000 rupees worth of goods were imported in 2079/80 and 600 rupees in 2080/81. In the first 9 months of the current financial year, there has been a shortfall of 37.4 million. During this period, RK Dry Foods Processing Industry located in Biratnagar Jorhat has imported 257 thousand 350 kg of chokada. 

'RK Dry Foods has made entry from Biratnagar Customs Office. From July 2081 to October 2081, it seems that 257 thousand 350 kg of chokada have been imported,' said an official of the commerce department, 'the imported chokada has been consumed for trading purposes.' The chief customs officer of the office is Umesh Shrestha. He could not be reached by phone. Narayan Prasad Regmi, Information Officer of the Customs Department, said that there is a ban on the import of Chokda. He also accepted that the import should not come into a state of import ban. "It is a small import ban, it should not come to a state of import ban, but it is seen," Regmi said. 

Food import permits are given by the Department of Food Technology and Quality Control and the Office under Plant Quarantine and Pesticide Management Center. But Somkant Rizal, Deputy Director General of Food, said that the import permit of Chokada has not been issued. Plant quarantine office Biratnagar has issued an import permit for imported chickpeas recently. Nandkishore Singh, acting head of the office, said that he was not aware of its import ban. There is no production in Nepal. That is why we have allowed import as per demand. We are not aware of the ban,' he said.
