The Ministry of Finance of the Madhesh Province government has not given the adequate and special budget to the municipalities under the province, and there has been a problem in the implementation of plans for physical structures and plans for marginalized communities.

Among these two titles, there is a constitutional provision that the municipality must match its budget and implement a plan of at least 50 lakhs in the supplementary budget. But for two consecutive financial years, the ministry has not provided the budget. Due to this, the plan of Janakpur, Kalaiya, Jitpur Simra, 3 sub-metropolitan cities, towns and rural villages along with Birganj metropolis has not been implemented.

According to Ramkumar Mahato, secretary of the provincial finance ministry, the total budget for each municipality is 2 million. In this, the municipality has to prepare a plan of at least 50 lakhs by combining 30 lakhs. According to the procedure made by the provincial government, the municipalities were not able to propose their activities, so they were not approved and even though the budget was allocated, they were not sent. According to him, the special budget is 30 lakhs for each municipality.

In the complete budget, the procedure has arranged that physical structures such as small roads, bridges, drinking water, educational institutions, etc. should be built. But since the Ministry did not provide the budget, the Municipalities have not been able to implement the plans passed by their Municipal Councils. Likewise, the municipalities have not been able to conduct the health, education and social programs of the marginalized communities that benefit the poor, Dalits and disadvantaged groups due to the inability to provide the budget under the special budget title (grant).

The chief administrative officer of a municipality in Bara said that since the end of the current fiscal year, the plans passed by the assembly of the municipalities across the state could not be implemented because the ministry could not provide a budget. "The Ministry of Finance has been diverting the budget to the municipality and giving it to other places," he said. Finance Ministry Secretary Mahato said, "According to the need, the budget can be changed". Transferring money according to the decision is a legal process.'
