”Allocate the budget only after ensuring the source”

The National Planning Commission has suggested that the budget should be formulated only by ensuring resources for the predetermined ceiling and mandatory obligations required for the coming year. The Commission has suggested that projects should be prioritized and re-prioritised only on the basis of the budget within the budget ceiling.

In the policy and program discussion report of the budget for the fiscal year 2082/83 submitted by the Vice Chairman of the Commission Shivraj Adhikari to the Deputy Prime Minister and Finance Minister Bishnu Paudel on Sunday, it is mentioned that the problem of low resources should be minimized in the upcoming budget, even if the part of the budget of the program with low capital expenditure i.e. the expected expenditure was not met. It is mentioned in the report that since the limit of overall resources for the next budget is low, it should be properly managed. 

The commission has also suggested to allocate funds for urgent and national interest programs in the next year's budget, even if it is done by evaluating sick and incomplete projects and canceling, postponing and reducing funds based on priority. In sub-section (3) of section 9 of the Economic Procedures and Financial Responsibility Act, 2076, the National Planning Commission has to discuss the proposed budget and program of the next financial year with the relevant ministries, agencies and commissions and submit the report to the Minister of Finance. 

It is mentioned in the report that according to the same arrangement, the provincial balance submitted by the Commission and the coordination between the three levels should be proposed in the budget. It is mentioned in the report of the commission that programs and projects should be distributed according to the standards related to the distribution of development projects in the union, state and municipality. The commission suggests that the budget should be allocated based on the prescribed criteria so that programs and projects implemented at the provincial and local levels through conditional grants should not be duplicated. Similarly, in the current situation, it is mentioned in the report that priority should be given to making maximum use of the existing structure without building a new institutional structure. 

After the commission gave the budget ceiling to the ministry, discussions were held between the Ministry of Finance, the National Planning Commission and the relevant ministries, said the vice-chairman of the National Planning Commission. "We did not discuss only with the finance and related ministries, we also discussed with other ministries in order to strengthen and facilitate the relationship between the ministries," he said.

"What can be done in the event that the revenue is not increasing significantly, priority should be given to past payments, inadequate and incomplete projects," he said, "we also discussed with the ministry about finding resources in terms of revenue."  It is mentioned in the report that the budget should be proposed and allocated with priority for projects and programs that help to increase

production and productivity and create jobs. "Budget should be proposed and allocated only for projects and programs that can be spent in the coming year," the report says, "Budget should be proposed with priority for multi-year projects that have created liabilities in the current year and are in the process of being completed by the next year."
