Finance Ministry Secretary Ghanshyam Upadhyay has said that the civil service is not a job market for youth. Arguing that the proposed retirement age of 60 years should be implemented in the civil service, he opined that it should not be proposed to implement this provision in a piecemeal manner so that employment should be provided.
