Report of the High Level Economic Reforms Suggestion Commission

The High-level Economic Reforms Commission has suggested that farmers get state facility identification cards, free registration from one place when operating industrial businesses, and arrangements for up to 50 percent foreign investment in restaurants and tourism services.

 

 

The commission formed under the coordination of former finance secretary Rameshwar Khanal has made this suggestion to the government while publishing the roadmap report for economic reforms. 

"The state facility ID card can be used to organize and make the subsidy provided to farmers effective," said the report submitted to Deputy Prime Minister and Finance Minister Bishnu Paudel on Friday.

It is mentioned in the report that subsidies to be distributed to farmers should be given only by the municipality through a one-door system, and a farmer welfare fund should be established in the municipality in collaboration with the union, state and municipality to provide interest rate concessions. 

It is also stated in the report that separate land use plans should be implemented in the Himalayan, Chure and Terai regions to make better use of land availability and agricultural potential. It is mentioned that the support price should be fixed at least 15 days before the time of sowing every year based on the cost of major agricultural crops rice, maize, wheat, tea and cardamom. For this purpose, the commission suggests that Chakraborty Fund should be set up and funds should be collected from the federal, state and local governments every year. 

It is suggested that warehouse houses and sales rooms should be built in the provinces and centers under the ownership of food management and trade companies to facilitate the storage and distribution of the purchased products after purchasing products with the minimum support price. The Commission has also suggested issuing the Agricultural Market Regulation Act for farmers and arranging at least 10 percent of the capital budget for agricultural infrastructure every financial year. 

It has also been suggested to establish a 'single registration body' so that all types of businesses, private firms, partnerships and companies are registered in one body to create an industrial business environment. The commission has said that the company registrar can be designated by giving a suitable other name to the body. 

It has been suggested to the government to arrange that all procedures related to registration and submission of necessary documents can be done online, business registration certificate and income tax permanent account number are available at the same time. It is also suggested that all types of business registration should be free and renewal should be removed.

It is also suggested to allow foreign investment of up to 50 percent of the company's capital after evaluating the investment proposal for the companies working in the restaurant and tourism services operating in Nepal. The report mentions the subject of double tax free agreements and bilateral investment agreements with countries where Nepali citizen firms or companies have received approval for foreign investment. It has also been emphasized that the Revenue Investigation Department and the Revenue Leakage Act should be repealed and the investigation related to foreign currency embezzlement should be entrusted to the Asset Laundering Department. 

The black market and some other social crimes act 2032 should be repealed and the provisions related to unhealthy market competition and consumer interest protection should be included in the competition promotion and market competition and consumer protection act, it is mentioned in the report.

Commission has also suggested not to set the maximum percentage of profit. "By creating a competitive environment in the market without allowing a monopoly, any business should not set a maximum percentage of profit for the services it sells," said the report. Although the Commission mentioned that the profit percentage will not be set, it did not speak about the fraud by keeping excessive profits. The commission is silent on how the government will regulate businessmen.
