The High Level Economic Reforms Suggestion Commission formed under the coordination of former Finance Secretary Rameshwar Khanal has suggested that 'State Facility Identity Card' should be used to manage the subsidies provided to the farmers by the government.
In the reply submitted to the Deputy Prime Minister and Finance Minister Bishnu Paudel on Friday, it is said, 'State facility ID card can be used to make the grant effective. In this way, the provided ID card can be combined with the national ID card to ensure that there is no duplication.' Likewise, it has also been suggested to provide output-based subsidies based on production and performance. It has also suggested to the government to provide the quantity from the local level through the one-door system of subsidies distributed to the farmers.
It is mentioned that a farmer welfare fund should be established in every municipality in collaboration with the union, state and local levels to provide interest rate concessions to farmers. It is also suggested to collect the membership fee and annual fee from the member farmers and release the funds from the annual budget for a few years.
