It has proven that women can do it if given the opportunity. However, half of the population who possess the necessary qualities for strong leadership are far from that opportunity and role. It cannot imagine sustainable development and orderly society.
"Therefore, for a balanced and sustainable development that benefits not only women, but also men, it is now necessary to bring women to key positions at all three levels of the state," says analyst and social activist Gyanu Paudyal, "Lumbini should work harder to bring women into the state management process through direct elections, not through proportional representation."
The beauty of federalism is inclusiveness. A key theme within inclusion is gender participation. Achievements are not increasing, they are disappearing. In order to eliminate this zero situation, the Lumbini state government planned to form a Women's Council for the development, protection and coordination of women in the current financial year.

"There is a need for a separate structure for women, but instead of creating a structure through procedures, we have said that we should organize it through laws. Lumbini is another priority program introduced by the state government in the current financial year, first in women entrepreneurship. "This program was introduced to make women self-reliant by engaging them in enterprises," says Bhagwati Adhikari Ghimire, the Minister of Women, Children and Senior Citizens at the time.
