Government's letter to Kulman: These are the 10 reasons for removal from the post

The Ministry of Energy, Water Resources and Irrigation has sent a letter to the then Executive Director of Nepal Electricity Authority, Kulman Ghising, with the reasons for his removal in 10 points. The ministry sent a letter to Ghising with the reasons for his removal only on Tuesday evening.

It is mentioned in the letter that the executive director of the authority was removed because he did not work in accordance with the performance agreement and official responsibilities.

'On the basis and reason mentioned above, it has been decided in the meeting of the Government of Nepal, Council of Ministers dated 2081/12/11 that you will be removed from the post of Executive Director of Nepal Electricity Authority in accordance with Clause (a) of Regulation 22 of the Regulations on Service Conditions and Facilities of Nepal Electricity Authority, Executive Director or General Manager, 2061 (with amendments),' the letter states.

The electricity coming through the Nepal-India Power Exchange Committee (PEC) has been stopped since March 15. Even though the old rate will be applied till March 30, India has not been allowed to import electricity since March 15, according to authority sources.

Sources say that India may have stopped the committee that has been going on for years between the two countries and its implementation. Last February 12th  The 16th meeting of PEC had fixed the rate of 8.1 bharu (12 rupees 96 paisa) per unit of electricity to be imported and exported.

It was reported that the PEC meeting was held with verbal consent from the Ministry of Energy. On February 11, a Nepal-India secretary-level meeting was held. The PEC meeting was also on the agenda of the meeting. In the 11th point of the agenda, there was also a topic related to other PECs . But Energy Secretary Suresh Acharya and Energy Minister Khadka asked Ghising for clarification twice saying that they had agreed to increase the financial liability of the country and without taking approval. 

The then executive director of the authority Ghising and the power system member of the Central Electricity Authority of India, Ashok Kumar Rajput, co-chaired the meeting, which was also attended by Sanjiv Rai, senior division engineer of the Ministry of Power. The price of electricity exchange through 132 KV transmission line for the year 2024 was 7.98 Bharu per unit (12 rupees 77 paisa) and for this year it has been fixed at 8.1 Bharu.

In 11 KV, 33 KV and 132 KV, import and export prices were increased by 1.5 percent overall. The price, which will be applicable from next April, will have to be approved by the Authority's Board of Directors and approved by the Electricity Regulatory Commission. But in the last meeting of the board of directors of the authority, Energy Minister Khadka withdrew saying that clarification was asked about the price and the council of ministers should decide on it. 

In 2077, the Council of Ministers meeting has given all the authority to the Authority, including the import-export of electricity in neighboring countries. Ghising has been saying that the price of electricity import-export has been agreed upon by using the authority given by the Council of Ministers and taking a mandate from Energy Secretary Suresh Acharya.
