Industrialists have said that the Nepal Electricity Authority has been shedding loads for more than 12 hours in the industry. In a press conference held by Nepal Cement Producers Association, Steel Producers Association and Nepal Yarn Producers Association on Sunday, they complained that the authority is load-shedding without giving information to the industries that need round-the-clock electricity.

Therefore, they request for regular electricity supply as soon as possible. The authority has claimed that it is providing electricity to industries.

2075 In spite of announcing the end of load shedding in the industrial sector in Baisakh, the industrialists say that the industry is in load shedding for 2 hours, 4 hours, 6 hours, 7, 8, 10 hours every month until February 2075, 2076, 2077, 2078, 2079, 2080 and 2081. "The authority cannot say that they have done load shedding, when they ask for a schedule, they give false and misleading propaganda that there is no load shedding," the statement issued by the industrialist said, "Unannounced load shedding was taking place in industries including cement, steel and yarn, which require round-the-clock electricity. The issue of load shedding from January to the end of May every year is clear.

Industries should operate round-the-clock, they can be closed for two months after running for three months but cannot be closed for 12 hours after running for 12 hours, said Pashupati Murarka, the former president of Federation of Nepal Chamber of Commerce and Industry. "The authority has provided full electricity during the day and cut it off at night. That's why it says no loadshedding," the statement said, "our industry cannot run half the time and shut down half the time. If they don't operate around the clock, the industry will stop working, machinery and equipment will turn into garbage.

The president of the Steel Manufacturers Association, Shobhakar Neupane, said that there is 14-hour load-shedding in the industry. "We have not received electricity for more than 8 to 10 hours in 24 hours," he said, "Load shedding has been going on for 14 hours every day since April." Industrialist Shashikant Agarwal said that the manufacturing industry is in trouble due to power cuts in the industry. "Let electricity be supplied as per demand without load shedding," the release states, "If it is not possible to supply electricity, let the relevant stakeholders be notified by publishing the load shedding schedule that we have done load shedding in the industry." They say that the Red Commission report approved by the Council of Ministers has not been implemented and they do not want to resolve the arrears dispute. "Even though Prime Minister KP Sharma Oli's Council of Ministers has decided to solve the dispute by publishing the report of the Red Commission and implementing it, why does the Nepal Electricity Authority, which is wholly owned by the Government of Nepal, not cooperate in the implementation and does not want to resolve it?" The statement said, "Let the dispute regarding dedicated and trunk lines be resolved forever by implementing the report of the Red Commission." "We are ready to pay the bill, but the authority does not provide evidence," he said, "The country operates according to the law." If the authority provides evidence, we will pay the money.

The cabinet meeting held on 24th December 2080 decided to form a three-member commission under the leadership of former Supreme Court judge Girish Chandra Lal and to connect electricity immediately. The commission, which had the energy secretary and the industry secretary as its members, submitted a report to the then energy minister Shakti Basnet on May 23. The commission said that the amount should not be collected from July 2072 to December 2072, when the electricity tariff has not been determined.

In the case of the second period i.e. from January 2072 to April 2075, according to the prescribed standards, the commission suggests that the customers should be recalculated after determining the days and periods of electricity supply. In case of dedicated line, there should be continuous supply for 24 hours and in case of trunk line, there should be at least 20 hours of continuous power supply even in case of load shedding for 6 hours.

In the case of the third period i.e. from June 2075 to June 2077, the commission has suggested that the arrears cannot be collected as the load shedding has ended. According to the authority, the arrears to be paid by the industrialists from January 2072 to April 2075 is 6 billion 600 million rupees. But since 60 days have been cut off to pay the bill, the authority has asked the industry to pay by adding 25 percent additional fee.
