Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel has said that there is no truth in the comment that the Ministry of Finance is trying to dominate the budget formulation through the Economic Procedures and Financial Responsibility (First Amendment) Bill.
Speaking at the meeting of the National Assembly on Sunday, Finance Minister Paudel also clarified that the powers of the Planning Commission were not curtailed through the Bill during the preparation of the budget. He said that although the Ministry of Finance is leading the preparation of the budget, all the ministries have their own defined responsibilities.
The Minister of Finance says that not the Ministry of Finance, but the Ministry of Finance, will do the homework on how to allocate the budget according to the ceiling of the budget. It is not true that the powers of the Planning Commission have been curtailed through the Bill during the preparation of the budget. It is not a matter of confusion that the Ministry of Finance will lead the preparation of the budget. Every ministry has its own defined responsibilities," he said.
He said that the Ministry of Finance will work within its limits during the preparation of the budget.
