For the next fiscal year 2082/83, among the ministries of development, the budget limit (ceiling) of physical infrastructure and urban development has been reduced. But energy and drinking water under the Ministry of Development have been increased. The National Resource Estimates Committee led by the Vice Chairman of the National Planning Commission submitted to the Ministry of Finance in the first week of February last year, the budget limit has been changed in the ministry as mentioned in the report on National Resource Estimates and Expenditure Limits 2081.

This year, the government has allocated 3 trillion 52 billion capital expenditure, but only about 23.87 percent of the target, i.e. 84 billion 11 billion rupees, has been spent in the period of 8 months. This is only a quarter of the government's annual target. When the government is not able to spend capital according to the target, the resource estimation committee has drastically cut the budget of the main development ministry for the coming year.

The budget ceiling of 19 ministries, including the office of the Prime Minister and the Council of Ministers, has been increased in the report on national resource estimation and expenditure limit determination. However, the budget ceilings of the three ministries have been drastically reduced. Among the ministries whose ceiling has been lowered are Urban, Physical Infrastructure and Transport and Labour, Employment and Social Security.

Vice Chairman of National Planning Commission Shivraj Adhikari said that due to the poor condition of the projects under some ministries, the ceiling has been reduced compared to the budget of the current financial year for the purpose of managing them. "We have to manage the vagrancy projects," he said, "Accordingly, the budget ceilings of some ministries have been reduced for the next financial year." This is 25.14 percent or 46.54 million rupees less than the half-yearly review of the budget of the current financial year. The total budget of this ministry for the current financial year (after the half-yearly review) is 1.85 billion 1.2 million rupees. 

The Ministry of Urban Development is also concerned about reducing the budget ceiling for the coming year. This year, after the semi-annual review, the total budget of the Ministry of Urban Development is 68.2 billion 94 million rupees. This ministry has got a ceiling of 51.89 billion 21 lakh rupees for the next financial year. This is 23.72 percent or 16 billion 1373 million rupees less than the budget of the current financial year. This year, the government initially announced a budget of 18 trillion 60 billion 333 million rupees, but through the semi-annual review, 16 trillion 92 billion 73 million rupees has been fixed. However, for the next financial year, a budget ceiling of 19 trillion 65 crore rupees has been set. This is 40 billion 347 million rupees more than the total budget at the beginning of this year.

Similarly, the reduction of the budget ceiling also includes the physical ministry. Currently, the total budget of this ministry is 1 trillion 50 billion 53 million 58 million rupees. But for the coming year, a ceiling of 1 trillion 44 billion 751 million rupees has been set for this ministry. This ceiling is 3.84 percent less than the budget of the current fiscal year i.e. 5.78 billion 48 lakh rupees. A high-level employee of the Physical Ministry said that if the budget of the Ministry of Development is reduced, the ongoing projects will be affected. "Currently, the budget is insufficient even for road projects of national pride," said the employee, "It is not good to reduce the budget in such a way that the projects that are being constructed are affected." This year, the budget allocation for this ministry is 16 billion 32 million 49 million rupees. However, a budget ceiling of 20 billion 75 million rupees has been set for the financial year. This is 4 billion 42 crore 64 lakh rupees or 27.11 percent more than the current financial year.

Similarly, the ceiling of the next year's budget for the Ministry of Energy, Water Resources and Irrigation has been increased by 25.62 percent over the current financial year. This year the budget of this ministry is 40 billion 43 crore 77 million. 50 billion 79 billion 91 million rupees have been made for the coming year.

A ceiling of 1 billion 62 million rupees has been given for the Ministry of Women, Children and Senior Citizens. This year, the budget of this ministry is 1 billion 30 million 69 million rupees. A ceiling of 6 billion 1572 million rupees has been set for the offices of the Prime Minister and the Council of Ministers. The total budget of this office for the current year is 5 billion 59 million 23 million rupees.

Deputy Prime Minister and Finance Minister Bishnu Paudel said that the budget is being prepared and this time a disciplined budget will be brought. "We allocate only limited resources for infrastructure construction, we create a budget in such a way that it can be utilized to the maximum extent," he said.
