Deputy Prime Minister and Finance Minister Bishnu Paudel said that the government had to bring the Financial Procedure and Financial Responsibility Amendment Bill as it was unable to meet the expenses by raising revenue.

Speaking at the meeting of the House of Representatives on Sunday, Minister Paudel said that due to the inability of the revenue to meet the expenses, a low budget has been allocated even under the heading of mandatory obligations in the allocation of the current financial year. He said that although the target was to raise 31 percent of revenue, the budget was allocated under mandatory obligations. In such a situation, he said, there should be no delay in budgeting. 

He made it clear that the government has brought forward the amendment bill on the basis that the responsibility to return to discipline should be felt seriously while preparing the budget. Our ordinary expenses are running out of revenue. In such a situation, it is too late for us to return to discipline while preparing the budget. We should not delay,' he said, 'I would like to plead that this amendment bill has come in the spirit that we should seriously realize the responsibility of returning to discipline while preparing the budget.' 

He also mentioned that due to the addition of 11,000 plans for development and construction in the current financial year, it is difficult to ensure those plans.
