The Ministry of Energy, Water Resources and Irrigation has sent a letter to Ghisingh, Executive Director of Nepal Electricity Authority, saying 'why not cancel your appointment' to submit an apology. The meeting of the Council of Ministers held on Wednesday authorized Energy Minister Deepak Khadka to get an explanation by giving him permission to submit the explanation within three days.

It is mentioned in the letter written by Energy Secretary Suresh Acharya that he has violated the terms of the agreement by not submitting the performance report for the financial year 2080/081 as per the agreement signed between Ghising and the Ministry on January 15, 2078.  In the letter sent to Ghising to submit a vindication on 4 points, it is questioned why the agreement should not be canceled and why he should not be removed from the position of executive director. 

It is also mentioned in the letter that the decision of the Council of Ministers on October 25 disobeyed the instructions given by the Ministry regarding the determination and recovery of the outstanding amount of electricity consumed by customers using dedicated feeders and trunk lines (based on time of day meters).

  To submit cleaning 

a. The performance agreement between the Ministry and you dated 207/10/15 (year 2022 January 19) has violated the terms of the agreement by not submitting the performance report for the financial year 2080/081 within the deadline of section 9.5. Since the condition of section 10.3 of the same agreement has arisen, why not terminate the agreement with you and cancel your appointment in accordance with the same section 10.3 ?

b. In the 15th and 16th meetings of the Nepal India Electricity Exchange Committee held on March 11, 2024 and February 12, 2025, respectively, without the power of attorney as per Section (b) of Section 2 of the Nepal Treaty Act, 2047 and the Guidelines for Completing the Treaty issued by the Government of Nepal, Section 2 of Section (g) of 2077  Why not remove you from your post because you are unable to fulfill the duties or responsibilities of your position by doing what you do not have the authority to do and perform the work or responsibilities of your position by signing the Memorandum of Understanding with the Central Electricity Authority, India for the financial years 2024/25 and 2025/26 decided by the meeting of the Bilateral Electricity Exchange Committee for the financial years 2024/25 and 2025/26.

c. Government of Nepal, Council of Ministers decision dated 2081/7/25, why not remove you from your post for disobeying the directives given by the Ministry regarding the determination and collection of the due amount of electricity (including time of day meter) consumed by customers who use electricity from dedicated feeders and TR lines?

d. As per the Nepal Electricity Authority Act, 2049, the executive director did not fulfill his duties and duties, so why not remove you from the post?
