Even though it has been two years since the license was revoked, the regulator Nepal Telecommunication Authority, which has not been able to proceed with the concrete process related to smart telecom management, has given another chance to the victims. The leadership has assured the group of people who have come to surround the authority saying that after Smart Telecom was canceled and came under the control of the government, the problem will be resolved after a week.
The victim said that he was forced to take to the streets after receiving such assurances time and time again and there was no initiative. Smart Telecom tower owners, recharge card sellers, ex-employees and users of the company formed a 'Smart Telecom Competent Joint Struggle Group' and staged a dharna in front of the authority on Thursday.
They have been appealing to the government saying that even after two years since the cancellation of Smart's license, the tower is not being managed, they have been forced to pay the electricity tariff consumed by the Smart Tower, crores of rupees are stuck in the recharge card of the seller, and the salary of the ex-employees of the company is still in arrears.
On Thursday, around 100 victims staged a dharna in front of the authority office in Jamal with banners and placards. "We have appealed to all government offices, parliamentarians, CDOs, political parties, everyone says we will do it, we will look into it, but no one has done anything," said Prakashbhakt Shrestha of Thapathali.
Sandip Acharya of Chabahil Manjubahal said that they had a peaceful dharna. Another aggrieved landlord complains that it has been 22 months since the government took control of Smart and Smart has not paid them rent for three/four years.
They have raised the question of who will take responsibility for the dilapidated tower that can collapse at any time and the risk of accidents has increased. They have expressed their concern that the Nepal Electricity Authority has said that they have to pay the electricity tariff to the house owners where the tower is placed and because Smart has not informed them of the amount of electricity they have consumed for a few years, they have received a letter to disconnect the house owner's line.
"It has been 22 months since the government took control of Smart. Smart has not paid us rent for three/four years," said another victim. 80 house owners of Kathmandu Valley formed a 'Smart Telecom Compendium Group' and together with the leadership of the District Administration Office, Electricity Authority, Telecommunication Authority, Ministry of Communication, Energy, Water Resources and Irrigation, they are telling their problems to MPs and public representatives every month.
Smart Telecom's license was revoked in the first week of Baisakh 2080. Since the license was not renewed on time, Smart, which was automatically revoked, was then taken over by the government. Even after the passage of so much time, the government has not been able to resolve the confusion with Smart's property management and customers and sellers. Since the company is a government-owned smart telecom operator, they advise the victims to report all their problems to the government.
The authority has said that it has formed a committee for the management of the towers and property valuation. The management group, which was said to have been formed last year, has not yet held a single meeting, nor has a pricing committee been formed. The management group, which is said to be formed to maintain the regular service of Smart, has representatives from the Ministry of Communication, Finance, Law, Justice and Parliamentary Affairs as members.
The authority complains that despite repeated requests for applications for the evaluation committee to put Smart Telecom up for auction sale, no sufficient and qualified applications have been received. Bhupendra Bhandari, the chairman of the authority to extract the squeeze after a week, gave an assurance in a conversation with the victims on Thursday.
After Bhandari said that the issue of smart management is still in the process, the victims expressed their anger that even after 22 months, why the process has not progressed. He claimed to have moved it quickly since his arrival. "I have brought the process that was in the first zero to this point," he said, "I am also bound by the law." The authority does not have all the rights to manage the assets of telecommunication service providers who do not have a valid license. The Ministry has controlled this.'
