The government has started writing the budget for the financial year 2082/083. For this, the Ministry of Finance has formed a budget writing committee.

The coordinator of the committee is Shri Krishna Nepal, Head of the Budget Division. The members are Dhani Ram Sharma, Head of Foreign Affairs Division, Uttar Kumar Khatri, Head of Revenue Division, Than Prasad Pangeni, Head of Administration Division, Deputy Director General of Internal Revenue Department, Teertha Chiluwal and Joint Controller General of Accounts Sushila Aryal. Coordinator Nepal said that the

committee will facilitate the prioritization of principles and priorities, ministerial projects and programs through the budget. He said that he is responsible for preparing the draft budget statement as well as submitting suggestions for policies and programs.

Meanwhile, the Ministry of Finance has provided current, capital, financial arrangements and intergovernmental financial transfer, ministerial limits and financial transfer limits for provinces and local levels within the limits of the budget received from the National Planning Commission as per the decision of the Resource Committee. In the Financial Procedures and Accountability Act, there is a provision to send guidance regarding budget limits and budget formulation for the next financial year by February 15th.

The Ministry of Finance has provided the equalization subsidy limit to the National Natural and Financial Commission. The limits of supplementary and special grants have been provided by the National Planning Commission and the limits of conditional grants to the concerned ministries.

Budgets for projects of national pride and major projects have been airmarked. The

budget guidance includes topics such as proposing budgets for quality projects and activities within the limits of the budget, prioritizing current projects when proposing new projects, and proposing only projects with completed preparations and investment frameworks.
