Last July, a meeting with Nepal Oil Corporation, Nepal LP Gas Industry Association and Gas Sellers Federation took three decisions to regulate gas business. It was said in the decision that gas vendor certification will be made mandatory from November 1.

 For that until the middle of October, all sellers should come under the concept of certification. It was decided that the sellers who do not come under the concept of seller certification will not be able to sell gas from November. It was also said that old gas cylinders will not be sent to the market, AiHA will send them back to the industry from the industry to the seller and spread awareness among the general public.

This tripartite agreement has not yet been implemented. According to the agreement, the Gas Industry Association also issued a notification in October. But he could not implement it from November 1. "The Department of Commerce started it 6/7 years ago, but left it incomplete. Gas Vendors Federation and we are trying to make it mandatory. But there was no work from the government side," said Shiv Ghimire, president of the association.

In 2072/73, to make gas distribution transparent, the Department of Commerce said that depot certification is mandatory. A deadline was set for that. But 70 percent dealers did not want to come for certification.

This initiative was started in cooperation with the sellers to prevent the gas traders from doing illegal work and to facilitate the supply in the market. It was estimated that the number of gas sellers in the capital city, the business they are doing, the place of sale, the agreement with the industry, etc. will reach the government agencies from the certification. It was said that it would make black market control and monitoring easier. But disobeying the government's directives, some vendors went underground.

Ghimire, president of the association, said that the former chief district officer was appointed to certify the gas. We are forming a team, the blueprint of the procedure has also been prepared. After certifying the vendor, we will inform the Ministry of Industry, Commerce and Supply, the Corporation, the Department of Commerce,' said President Ghimire, 'we plan to complete the certification by the end of February.' It also issued a notice to sell only gas. Suraj Shah, Director of LPG and Aviation Department of the corporation, said that for the verification of the vendor, the certified details of the vendor are being requested from the industrialist.

After the meeting in July, it was said that it will be implemented from November. But so far details of half the industry have arrived. After the delay, we have sent the letter again," Shah said, "We will jointly verify after the data comes from all the industries, after the verification, there will be solid sellers." But the business is not organized. The number of dealers, sellers has not been ascertained. The same seller has sold gas of many companies. Common people have also been cheated by the sale of gas by many companies.

Dealer certification says sellers come under corporations and industries. Chandra Thapa, president of the Gas Sellers Federation of Nepal, said that it will also make it easier to manage the market. From the point of view of security, gas is a very sensitive commodity, it is important to keep its transactions safe. Business should be organized. Certification is indispensable for that,'  Thapa, president of the

federation, said, "I have been raising the issue of certification since I took office. It is very urgent, it should be decided sooner rather than later.' During the verification, the seller should take the approval of the local body. Must also be an authorized dealer of the company. A person who sells gas only from a gas shop gets gas from at most 2 companies.

It should mention everything including firefighting, gas measuring scales, price list. Experts say that the number of sellers will decrease by 30 percent if the existing business is certified. Thapa says that if the gas is certified, the double price of gas, which the government is trying to implement, will also be eased.
