Suman Yogesh, the head of road division Bhaktapur, gets the news as soon as there is some problem on the BP highway. After the flood damaged various sections of the highway in October last year, the traffic became chaotic and the complaints to him increased.
Therefore, Suman has been worried about how to facilitate traffic in the coming monsoon. Building it permanently was another matter. "The work of the study is over," he said, "according to the study, it seems that it will cost 9 billion 66 million rupees, but no information has been received yet, even though the budget has been requested." He says that he is ready. "We have submitted a preliminary draft report and requested a budget for the construction a month and a half ago, stating that we should work quickly," he said. "The report is in hand, but there is no budget, it is too late to work," he said.
"We have not been able to prepare for the rainy season, it has been delayed," he said. If the construction is delayed, the rains will start again. At that time the current temporary structure will not work. Most of the roads have been constructed by digging holes.
Ramhari Pokharel, director general of the road department, said that the budget for construction could not be managed so far. "We have received information that the design work for the construction has been completed," he said, "The construction has been stopped because of the budget." He said that he informed the Ministry of Finance for that and even though he got the information to give consent to the sources, a decision could not be made.
'Japan International Cooperation Agency (JICA) is also under discussion, nothing has been decided,' he said. He said that a budget has been requested to build structures including roads on a temporary and permanent basis.
More than 3 thousand vehicles pass through this road section every day. Around 7,000 to 10,000 vehicles ply during the festival.
After the budget is managed, the road department is planning to award the contract so that it can be built within three years. The 12 km road of the Kavre Bhanjang-Nepal wholesale section has been damaged by the floods and landslides that occurred between October 10 and 12. Its 8.7 km road section is drained by Roshi river.
There is a problem on the road from Chowki Danda in Kavre to Mulkot. Even more problem is in Chowki Danda to Nepal wholesale section. The flood caused less damage in the Sindhuli section and more damage in the Kavre section.
