In the current financial year, the Karnali state government has barely managed to spend 10 percent of its budget. He has been able to spend 10.44 percent of the budget till the end of November.

The government, which brought a budget of 31 billion 41 crore 41 thousand for this year, has been able to spend only 19 percent of the current budget and 5.57 percent of the capital budget. Up to the end of November, the state government has spent 3 billion 43 crore 53 lakh rupees.  

This year, the Karnali government has allocated 18 billion 75 crore rupees towards the development budget (capital). Out of that, only 1.4 billion 42 million rupees were spent, according to the State Controller of Accounts Office. According to the office, almost 16 percent of the amount had been spent by the end of November last year. On the other hand, almost 2 times more than the development expenditure has already been spent.

For this year, the government allocated 12 billion 40 million 48 million rupees for implementation, till the end of November only 2 billion 39 million 11 million rupees were spent on salaries, maintenance and house rent. "Even 5 percent of the development budget has not been implemented, and since the funds for the purchase of furniture and machinery tools have also been spent on the capital side, the budget expenditure has been seen to be higher," Acting Provincial Controller of Accounts Dipendra Magrati said, "There was a delay in giving the authority to go to the offices under the budget of the plans."&nbsp ;

Sociologist Ganesh Oli said that people's frustration towards the provincial government has increased when the government's work is always slow. "Since the establishment of the provincial government, no development plans have been started before February, this year the budget expenditure is even weaker," he said, "In the provinces that are ahead in terms of development, development plans are being carried out vigorously, but here, the development work of all the agencies of the province is at a standstill, 2/ When will Karnali achieve prosperity with 3 months of development?' 

In Karnali, the budget has been allocated for nearly 1,400 development projects this year. Out of that, only in the month of November, the state government has implemented 140 million rupees of the development budget. Now the provincial government has a balance of 17 billion 71 crore rupees towards the development budget.

Former Deputy Secretary Khamb Prasad Thani said that budget implementation in Karnali is weak due to budget allocation in Hachuwaka Bharma scheme, lack of staff, delay in policy-decision implementation, contract process and consumer committee formation.

'At other times, the ministers sit on the budget, when Baisakh/Jeth starts and the work of building plans starts with a bang,' he said, 'and how do we realize quality development and good governance?' He alleged that the people could not understand the state government. 

In Karnali, the Ministry of Physical Infrastructure and Urban Development, which has the highest development budget of 10.17 billion rupees, has spent 555.5 million rupees and the Ministry of Water Resources and Energy Development, which has a budget of 2.6 billion rupees, has been able to spend only 96.4 million rupees in 5 months. . Acting Fund Controller Magrati said that the office of the Chief Minister and the Council of Ministers, which has a capital budget of 60 million 538 thousand, has spent the least amount of 36 million 54 thousand. 

Economic Affairs and Planning Minister Rajeev Vikram Shah said that the target is to spend 80 percent of the development budget in the current financial year. "The work of creating an action plan to speed up the budget has reached its final stage, some positive messages have also been seen since November," he said, "now our focus will be on implementing the budget as quickly as possible and finding the revenue collection target."
