Executive Director of Nepal Electricity Authority Kulman Ghising has written a 'Note of Dissent' on the proposal to provide service facilities to the committee chaired by Arvind Kumar Mishra, formed by the Ministry of Energy. Ghising, who is also the member secretary of the board of directors, has written a 'note of dissent' on the proposal which was discussed in the meeting on January 4.
A joint committee has been constituted to study Time of Day (TOD) meters on dedicated feeder and trunkline arrears disputes. However, the authority has been taking the stand that such a committee should be formed through the court or the Electricity Regulatory Commission. The Minister of Energy, Water Resources and Irrigation Deepak Khadka said that the authority should bear the salaries and allowances of the committee, from office materials to vehicles.
For that, the ministry had written a letter to the authority asking the committee to provide necessary data and service facilities. But the authority informed the committee that they would not provide the data from salaries and allowances as illegal.
Meanwhile, a meeting was held on the 4th to welcome the new members of the board, Bal Bahadur Parajuli and Lakshman KC, who were appointed on the 3rd of December. However, Minister Khadka proposed that the data should be provided to the members of the committee. Although the proposal was discussed, it could not be passed.
Minister Khadka along with Energy Secretary Suresh Acharya reached the authority around 1:30 on Tuesday to sign the same proposal. Although they signed it, Ghising wrote a 'Note of Dissent'. Minister Khadka, who is also the chairman of the authority's board of directors, and members Energy Secretary Acharya, Parajuli and KC have signed. Revenue Secretary Dinesh Kumar Ghimire, who is a member of the committee, was absent from the meeting. Other members Bharatraj Acharya, Ratan Bahadur Air have also not signed. A writ petition has also been filed in the Supreme Court demanding the cancellation of the committee headed by Mishra. Advocate Khadananda Kandel filed a writ on November 13, making the Ministry of Energy, the Minister and the coordinator of the committee as opponents.
While hearing the writ, the bench of Judge Vinod Sharma issued a show cause order on November 14. On November 25, the bench of Justices Til Prasad Shrestha and Tek Prasad Dhungana gave priority to this writ, but since then it has not been sent for hearing.
