Gwarko flyover is being done with fines

As the work of Gwarco flyover could not be completed within the stipulated time, the builder had to pay a fine. The construction should be completed by January 10, so far only 82 percent of the work has been completed.

After that period, the builder has to pay a penalty of 0.05 percent of the daily contract amount.

The contract for the 540-meter long flyover with traffic structure was signed for 176 million 88 thousand rupees. It has been 34 months since the construction of the flyover started. Although there was an agreement to build within February 12, 2008, it has not yet been completed. How much more time it will take, is not decided. Which means that passengers going from Koteshwar to Kalanki and from Kalanki to Koteshwar have to face the daily traffic jam. 

The contract was mandated in February 078 to be completed within two years. According to the builders, the work could not be completed within the specified period due to design changes. 080 After the work was not completed by February 12, the deadline was extended for the second time until last June. As the work could not be completed within that time, the deadline has been extended until December 9. 

The quality, research and development center under the road department has said that there is little chance that the work will be completed during this period as well. Prabhat Kumar Jha, director of the center, said that if it is not completed within the specified time, they are going to impose a fine.

"The builder asked for an extension, now there will be no extension," he said.

He says that the builders have prepared and submitted a work schedule till March. "A letter has been sent to pay 0.05 percent of the total contract amount per day," he said. Ramp construction is underway. The ramp will be up to 10.2 meters high. He said that the 40-meter ramp built towards Satdobato is about to be removed and put back. "The work of placing the ramp towards Koteshwar is going on," he said, "After the completion of the ramp work on both sides, the black paper will start." It has been contracted under the Engineering Procurement and Construction (EPC) model. Therefore, the work from design to construction should be done by the contracting company. After technical problems were noticed during the construction, the builders stopped the main work and 'revised the design'.

Ashish-Parallel-Religer JV has taken the construction contract. The construction company has been claiming that it is working with losses. "Sometimes there will be profit in construction, sometimes there will be loss," said Jha.

He said that the contract is in the EPC process and if there are some problems in the design, the builder will be responsible. The construction of the bridge is in the final stage. Now its 'load test' is yet to be done," he said, "for that, the ramp must be built first, without that it will not work." 

Earlier, the project had claimed to put the flyover into operation before Dasain. But the contracting authority claims that the work could not be completed at the same time due to rain. Despite the extension of the deadline time and again, the traffic police have been struggling to manage the vehicles plying in this section as the project has not been completed.

The work of the flyover was stopped for four months during the last monsoon. During the inspection of the flyover on October 16, Physical Infrastructure and Transport Minister Devendra Dahal gave instructions to complete the construction work quickly. Although Minister Dahal said that he would not tolerate delays in the construction of infrastructure and development projects, the work has not been done accordingly.
