According to Rajan Paudel, Director General of Commercial Supply and Consumer Protection Department, there is a price cap in the name of quality and wages in the jewelry market. Jewellers, in the name of wages, charge up to 15 percent. Some have charged high fees in the name of wages without even asking. Along with the price, the department also said that low quality jewelery is being sold at the price of 24 carats.

 

Even though there are so many distortions and discrepancies, the government is not so interested in monitoring the market. The Department of Commerce is responsible for price intervention in the market. But the department did not monitor the shops of jewelers because there was no guideline for monitoring. Business directory is necessary to organize the jewelery market. From the cost of the jewelery to the cost of the jewellery, there is a lot to like. Some businessmen are deceiving the general public by saying wage-demand and some only wages,' Director General Paudel said, 'but it is not clear on what basis to monitor, which laws and guidelines to take action on. Guideline is very important for orderly transactions.'

Earlier, the department had found that some gold and silver businessmen were selling gold and silver of lower weight and quality than specified during the monitoring of jewelery shops in New Road area in Baisakh 2070. Businessmen protested that they were monitoring without guidelines. On May 13, 2070, businessmen also held secretary-level talks at the Ministry of Commerce. The talks agreed to make a systematic guide.  After the

department re-monitored, jewelers across the country went on strike for a week. After that, an agreement was reached between the government and businessmen to make standards and monitor them within 15 days, and to take action against businessmen who do not fall within the guidelines. But as 11 years have passed since the agreement, the guidelines have not yet been made.  Without a

directory, the market has run on its own. Madhav Timilsina, President of the Consumer Rights Research Forum, claims that the department, which is aware of the unfairness in wages and quality, has stopped monitoring under the pretext of not having the same guidelines, which has increased the morale of jewelers who work with wrong intentions. 

'Common people are cheated day by day. But stopping monitoring on the pretext of a directory is wrong. This confirms that the government is caught in the clutches of the businessmen,'' President Timilsina said, 'The jewelry business guidelines should be issued immediately to benefit the consumers and businessmen as well. Monitoring should not be stopped by pretending that there are no guidelines. Those who act with wrong intentions must be brought to justice.

President of Consumer Awareness Campaign Nepal Krishna Prasad Bhandari (Marseille) also claimed that gold traders are robbing common people in the name of wages. The guidelines were repeatedly discussed in the Consumer Protection Council around 2069/70. A draft has also been made. The standard should reveal how much gold is present in what type of jewellery,' said Bhandari, 'but that is not happening.' And, a circular has also been made to businessmen about this. According to the guidelines, there is a provision that up to 15 percent of the wages can be charged in a lump sum. But the government has not been able to make the guidelines. The directory was necessary, yes. But the government did not release it. Since it is not issued by the government, it is made on behalf of businessmen. The businessmen are following this," said an official of the federation, "but whatever they say, the businessmen have been arbitrary in terms of wages. 

Federation's former president Mani Ratna Shakya also expressed his displeasure that the guidelines could not be issued on behalf of the government. "After monitoring around 2070, it was said that a business directory would be made to organize the market," he said, "The draft of the directory was made when Sunil Bahadur Thapa was the Minister of Industry, Commerce and Supply at that time." But the work could not proceed from that. It would be easy for businessmen to work as a directory. Consumers also avoid fraud.' 

According to Director General Poudel, the Riddhisiddhi gold and silver shop in New Road has announced that it will not charge wages, but a complaint has been filed saying that it has charged more wages. 24 carat jewelry should be 99.9 percent gold. But making 99.9 percent gold jewelry has problems like softness and quick deterioration. So some chemicals are added to it. "But a complaint has been filed in the department that some businessmen charge the price of 24 carat gold," Director General Paudel said. 

When ordinary people sell their used jewelry, businessmen also cut the price by calling it zarti. In the case of ready-made jewellery, there is no clear provision on the basis of which the businessmen will buy. The draft of the guidelines made at that time was also submitted to the Council of Ministers by the Ministry of Industry, Commerce and Supply. But, it has been returned from the Council of Ministers,' said Paudel, 'now we will proceed with the discussion on the same draft.'

According to the quota system, commercial banks can import and sell 20 kg of gold per day. But looking at the import data of the customs department, a total of 132 kg 564 grams of gold was imported in 4 months. In other words, only 1.10 kg of gold per day is imported legally. But the market is still running. 

According to the statement of the federation, 15 to 20 kg of gold is consumed per day in the off-season. During the season, consumption increases to 35 to 40 kg per day. At the rate of 20 kg per day, 2400 kg of gold is consumed in the first 4 months of the current financial year. But due to open borders, illegal transactions have been encouraged, according to information.
