The Khokna dispute over the Terai/Madhesh expressway (fast track) is yet to be resolved. It was said that after Tihar, a team including the ministers of the relevant ministries would go for on-site inspection and find a solution. But so far the team has not reached Khokna to solve the problem.

As a result, no work has been done in 6.5 km of Khokna area under the fast track. As there is no decision from the ministry level regarding this section, it is seen that there will be a problem in completing the project on time. 

It has been 7 years since the Nepali Army was entrusted with construction management. Even 211 ropani land of Khokna-Bungmati section, which is 6.5 km away, has not been acquired. Before Tihar, there was a discussion in the Ministry of Defense about the study report prepared by the professor of Pulchok Engineering Campus in the presence of union, state parliamentarians, local people's representatives and ministers.  According to the

study, Khokna has been placed as the number one suitable place. Another option is to build a viaduct (bridge) over the Wagmati River so that it does not fall in the Sikalighat area. But the study has pointed out that social and cultural problems may arise from this. Another option is to build a four-lane corridor road by making the starting point Bungmati and acquire new land for that. 

The Ministry of Defense has said that the related concerned bodies are ready to reach the field and talk to the locals about whether to start construction from Khokna or find an alternative. Accordingly, nothing has happened so far. Confusion has increased as the concerned body has not yet reached the field. Defense Secretary Rameshwar is in the US in connection with the Dangal programme. Manoj Kumar Acharya, Joint Secretary and Spokesperson of the Ministry, said that there was some delay as everyone had to go because the matter related to infrastructure construction was connected with other ministries.

"There are also issues related to the construction of smart cities and outer ring roads connected with the Ministry of Urban Development," Acharya said, "Physical infrastructure and transport, the Ministry of Defense and the Nepali Army are the main agencies connected with this." Therefore, homework is being done to go towards it soon.'' He said that the date of departure has not been decided even though discussions are being held with the relevant agencies. "Now we are not in favor of delaying too much," he said, "we will go there and look at the options and listen directly to the locals." 

Out of the total distance of 70.977 km, only 64.477 km is being worked on through contract management. According to the project, land acquisition could not be done due to difficulties in collecting documents of different types of Guthi and some individual land in Khokna area. Locals have been pushing the issue that all the projects should not be built in one place, religious, cultural and archaeological heritage should not be destroyed. Military spokesman and assistant Rathi Gaurav Kumar KC said that if the dispute can be resolved quickly, it will be easier to work. "Unable to make timely decisions about the problems in the said area, it will be difficult to complete the project on the specified date," he said. At present, the construction of tunnels and bridges is mainly being done on the fast track. The physical progress of the overall project is 36.42 percent. In various parliamentary committees of the House of Representatives, the issue of delay in construction of fast track is discussed from time to time. But the problem of the cough section has not been solved yet.
