Deputy Prime Minister and Finance Minister Bishnu Paudel has said that there is a problem in resource management as there is a tendency to allocate funds to projects without detailed study and feasibility during budget preparation. In the Finance Committee meeting of the Federal Parliament on Wednesday, Finance Minister Paudel claimed that there are a large number of pocket projects.

Without detailed studies and feasibility, such projects have been budgeted. It was seen that a plan of 75 thousand rupees was included in the budget of the union government. In this way, if the central government keeps plans of thousands and lakhs, what kind of plans will the provinces, local levels, and wards make and implement?'' That's why classification of the plan is needed.'  According to the Minister of Finance, there is a problem due to the inability to define the jurisdiction between the three levels of government and the lack of project classification for the implementation of

development projects. He said that in order to solve this problem, clear criteria regarding the classification of projects should be made and it should be made clear which level of government will implement which projects. 

Making it clear that the government has not stopped the responsibility of the builders, Finance Minister Paudel said, 'The government that has come to implement the rules and procedures will not stop the payment of any construction business.'' We are trying to gradually get out of the problems and pressures in the economy. Finance Minister Paudel said, "Foreign exchange reserves are good. Adequate liquidity and interest rates are lost. Inflation is within the desired range. But we are not satisfied with this progress. It needs further improvement. It is not enough to be satisfied with the current reforms.'

Finance Minister Poudel said that although the government revenue has increased in the same period of the current financial year 2081/82 compared to the first quarter of the last fiscal year, it has not yet been collected as per the target. 

He says that even though the government's efforts have not been fully successful, even though serious monitoring has been increased on the problems in revenue administration. Finance Minister Paudel claims that the Ministry of Finance is working ambitiously to achieve the revenue target set by the government through the budget of the current fiscal year, which should raise about 30 percent more revenue than the previous fiscal year. 

Finance Minister Paudal also said that he has talked to Nepal Rastra Bank about the reason why investment cannot increase even though there is enough liquidity in the market and the interest rate is falling. "Since there are problems like insider trading and cornering, initiatives are being taken to control them," he says, "For the first time in Nepal's history, the country's sovereign credit has been assessed. As the results are satisfactory, the investment will gradually increase. In the

meeting, former finance minister Prakasharan Mahat said that the main challenge now is to boost the morale of the private sector and the reduced market demand. "The problems of our economy are gradually decreasing, but they are still there. The challenge of increasing the confidence of the private sector is before us. The demand in the market has also decreased," said Mahat, "Despite the improvement in the stock market, it has not developed in a healthy manner. Executive bodies have worked to increase the problem rather than solving it.

Mahat says that since Nepal's public debt obligations are too high, it is time to take loans only after consideration and reject bilateral foreign loans. 

Former Finance Minister Varshman Pun said that a new phase of economic reform is necessary in the country. Pun says that the government has mentioned that through the budget of the current financial year, the process for a new phase of economic reforms will be started and for that, the government has also formed a high-level suggestion task force. Pun also says that the current efforts of the government are not enough to reach the target revenue. He also urged the government to form a separate body for regulating the cooperative sector as soon as possible.

MP Upendra Yadav said that the small customs offices, which have been closed after the Covid epidemic, should be brought into operation and illegal smuggling in the border areas should be stopped.
