The Wagmati state government is going to digitize about 2.3 million driver's licenses and other documents related to vehicles under its authority to make transport management modern and technology-friendly.
The Ministry of Labour, Employment and Transport of the province has informed that 100 employees have been appointed on contract and they have already managed hardware and software including computers, scanners.
Provincial Secretary Baburam Niraula said that necessary hardware, software and staff have been arranged for the digitization process.
'We are going to digitize about 22/23 lakh records in the transport management office of Gurjudhara and Ekantakuna,' he said, 'about 14/15 lakh records related to motorcycles in Gurjudhara and 7 lakh records of small and large vehicles in Ekantakuna. It will take about 2 years to digitize all of them. The Wagmati government has already implemented the digital version of the driver's license on November 4. Apart from solving the problem of card printing, the government had implemented the system of digital license through Citizen App, saying that the hassle of paying fines for violating traffic rules would also end.
Under the new system, the traffic police can issue a digit chit (e-chalani) to traffic violators by scanning the QR code inside the Citizen app. After deducting the chit, the concerned person can use the digital payment system to pay the fine immediately.
Deputy Superintendent of Police (DSP) Ravin Karki informed that since the introduction of digital license and e-challan system, there has been a significant increase in the action rate of violation of traffic rules. "Earlier, only 200 to 300 traffic actions were taken per day, but now we are taking action on an average of 900 to 1,000 people daily through the Citizen App," Karki said, "This means that on an average of 1,800 to 1,900 vehicles, almost half of the actions are being taken through digital cheats." Karki said that the digital chit system has made the traffic enforcement process paperless, easy and transparent. According to the traffic policemen, the trouble of keeping records of traffic violations, collecting fines and returning licenses has been reduced after linking the Traffic Violation Record System (TVRS) of the traffic police with the citizen app. Spokesman Karki informed that under the
digital cheat system, action is being taken against offenses such as red light violation, breaking lane discipline, driving at high speed, and driving under the influence of alcohol.
In a program organized on October 4 to inform about digital license and e-challan, Minister of Transport of Wagmati Province, Prembhakta Maharjan, said that they have started initiatives to improve the transport sector through the digitization process.
He mentioned that to make the Electronic Driving License (EDL) system more effective, services such as insurance and medical examination are also planned to be added to the system. "Since our EDL system is linked to the national identity card, the entire process can be completed at home," he said. The digital license has been started, now we will make it unnecessary to carry the blue book.'
Niraula, the secretary of the ministry, said that with the start of digitization of Dhadda, vehicle owner certificate (blue book) will also be provided in digital format.
Digitization is expected to contribute significantly to ensuring the security of about 22/23 lakh records in transport offices under Wagmati Province. According to the ministry, the scanned records will be securely stored in the computer system.
