In the 15 years since the opening of the Saljhandi-Dhorpatan road track that connects Lumbini, the birthplace of Buddha, to Dhorpatan Sikar Reserve, only 18 kilometers have been paved. According to the project office, only 18 km of the 197 km roads have been blacklisted in 15 years after the federal government did not prioritize it in the budget.
The construction of this road has been started since 2066 to directly connect the 5 districts of Lumbini and Gandaki Provinces Rupandehi, Palpa, Arghakhanchi, Gulmi, Pyuthan and Baglung and also benefit the residents of Rukum West and other districts.
The road is especially important in terms of tourism as it connects Gautam Buddha International Airport and Buddha's birth place Lumbini to Dhorpatan Sikar Reserve at a short distance. Besides, the road is also important for the access of the market to Terai for the agricultural produce produced in different municipalities of Baglung, Dhorpatan, Gulmi Malika, Madane and Jhimruk of Pyuthan and Arghakhanchi.
In the 15 years since the construction of the road, only 18 kilometers of black paper and 83 kilometers of gravel have been constructed. Krishna Thapa, information officer of the road project said that although 10 bridges of the said road are to be constructed, only 8 bridges have been constructed so far and 2 need to be re-DPRed. "Since the design of 2 has to be reviewed, it has been written above and sent," she said.
The road project chief Gagal Bahadur Bhandari said that due to the fact that the government allocates a very low budget every year for the road with a DPR of 8 billion. In terms of budget allocation, it will take years to complete this project, said Bhandari, the head of the project. "This year, only 45 crores have been allocated, 170 crores have been paid for last year, now the work will be from 28 crores," he said 2 billion rupees liability remains.
This year, 13.5 km from Kanchankhola in Rupandehi to Khursane in Palpa, 22 km from Khursane to Patauti in Arghakhanchi, 1.5 billion from Mate in Arghakhanchi and 26 km from Purkotdah to Sirseni in Gulmi are being worked on with a multi-year contract of 1 billion. Similarly, 8.3 km from Sirseni to Arkhabang in Gulmi is being prepared to start with a contract worth 34 crores. But the project office has said that there is a problem because the contractor has not received the budget for the payment obligation on the road that is being worked on in full swing.
There is a bigger problem when the contractor company does not work on time . Swachhand-Om Budh JV, which took the contract to gravel 22 km from Baglung's Burtibang to Dhorpatan's Falleghar, has not completed the work within the stipulated time, causing a major problem in traffic movement. The contract signed on November 5, 2078 to complete the work in 30 months has ended in May last year. However, project chief Gagal Bahadur Bhandari said that since the contractor had completed only 30 percent of the work even in the extended deadline until the end of December, the project chief Gagal Bahadur Bhandari said. Information officer Thapa said, "After withdrawing the guarantee of the contractor company and warning them to break the contract, the work has started."
There has been a compensation dispute for road construction in Gulmi's Madane Village-7, Purkotdah, Myalpokhari and other places for a long time . Only last year in Gulmi, the demolition of houses started with the local agreement, but there has been a big problem since the compensation did not come on time.
Bhandari, the head of the project, said that out of a budget of 2 million rupees needed to compensate the locals, only 1.5 million rupees have been received. Yogesh Panthi, the accounting officer of the project, said that 38 million rupees were paid for 76 households in Gulmi's Madane Rural Municipality number 6, 5 and 2, but only 1 million rupees have been received this year and now 28 million rupees are left. .
Locals say that there is a problem when the compensation is paid in installments even though they allow the house to be demolished so as not to become an obstacle for development. Engineers of the project office say that for the construction of the 11-meter wide road with drains, it will cost about 8/9 million rupees per kilometer. According to the calculation, it is estimated that more than 17 billion will be needed to complete the road project. But it seems that it will take years to complete the road construction when the budget is allocated only at the rate of 30/40 crores annually.
