When the country is in load shedding, industrialists who consume electricity from dedicated and trunk lines are reluctant to pay the bill. Nepal Electricity Authority has cut the line of that industry due to non-payment of electricity consumption amount. The lines of 32 industries that have not paid the arrears have been cut.

The authority had given a deadline of 90 days to pay the tariff before cutting the lines of the industries . However, the line was cut off after the industrialists did not pay the fee for a period of time. The authority has given time to pay the fee in installments. According to this facility, 8 industries have paid the electricity tariff .

The industry operators who are yet to pay their arrears are reaching from the Ministry of Energy to the Prime Minister's Office and the Parliamentary Committee saying that the executive director of the authority is taking action against the industrialists who do not pay the trunk line fees. Some industrialists even went to court, where 90 cases were lost. Edited part of news agency Nepal 's conversation with the Executive Director of Nepal Electricity Authority, Kulman Ghising:

We are going to collect the electricity tariff used by the industry 

This is the state revenue that the Nepal Electricity Authority has sought to collect the outstanding amount for running the industry by keeping the Nepali people in loadshedding for 18 hours . How does the authority ask for ransom when trying to collect revenue? Aren't we supposed to collect all the remaining dues ? Not all agencies are responsible ? The Electricity Authority, the Ministry of Energy and the government are all responsible. We have time and again asked that the dues of dedicated and trunk lines should be raised with

industries. When the industry line was cut, there were instructions from the Council of Ministers to connect the line again and again. After that, the authority has been connecting the line to the industry . Then now we have cut the line of industries for the last time . The intention is to collect the electricity tariff used by the industry by putting the people on 18-hour load shedding . Not to collect ransom .

Authority is directed to collect dues of dedicated and trunk lines  How long will

stop now? It's been 5/6 years . The authority has given time to industries time and time again. We have also given opportunities to businessmen to go to various agencies. Industrialists have gone to all bodies from courts, council of ministers, parliamentary committees. But the authority has been instructed to collect the due amount of dedicated and trunk line.

The last time the authority requested the Prime Minister for three months and the Regulation Commission said not to cut the power line, we added it. This is the fourth time that the authority has cut the line . Despite being given three months, the industrialists did not do anything . Requested businessmen to add more time . Neither any government agency gave instructions to extend the time . Since there is nothing from anywhere, according to the management responsibility of the Electricity Authority, the Board of the Authority has asked to collect the electricity tariff immediately, so the Authority is trying to collect the electricity dues by cutting the line. 

Authority not politicized with industry professionals 

How does the authority get politicized when it tries to raise revenue with industrialists ? Why should I do politics? The matter of collection of authority dues is commercial. How is it political that the authority wants to collect tariffs for the electricity consumed by industrialists? It has been connected due to instructions from the political leadership including the Council of Ministers to connect electricity for the time being. Now, the last time the authority gave us three months to pay the electricity tariff . The authority has been forced to cut the line after the due amount has not been received even after three months. Politicization has been done by industrialists .

Industrialists have created different kinds of pressure by directly reaching the Parliament, Council of Ministers, and political parties by mixing the legal process . The court dismissed all the cases where the industrialists went directly to the court without coming to the law and procedure. Why will the authority politicize ? There is no obligation for the authority to politicize the issue of dedicated and trunk lines. We haven't done it.

When Prime Minister Sher Bahadur Deuba, Pushpa Kamal Dahal and KP Sharma Oli were Prime Ministers, we cut power lines of industries. During the Prachanda government, we cut the line for 24 days . If the line had been cut now, it would have been politicized. A question has been raised in the Accounts Committee of the Parliament as to why the outstanding amount has not been collected. 

Electricity authority will not connect lines to industries until 28 months outstanding dues are paid 

There is also an allegation that the director should be prosecuted for not collecting the due amount . We have not said that the authority will not collect the remaining dues of dedicated and trunk lines . When the authority tries to raise it, it is a situation where there are instructions from the higher authorities. Let's connect the line one last time and discuss with everyone . But the industrialists did not come to the authority.

Authority's final option is to cut industry lines . We have cut the line . Electricity Authority will not connect the lines to the industries until it is resolved and the industrialists i.e. the industry pay the outstanding amount of 28 months of dedicated and trunk lines. 

has accepted the instructions of the government 

If we don't follow the instructions of the government, we have cut the line of the industry for the past three times. Following the instructions of the government, the authority has connected the line with a deadline of up to three months. How can you say that I did not follow the instructions of the government . Under the Electricity Authority Act, the Electricity Authority must follow the directives of the Government of Nepal. We have assumed . We have followed the instructions of all the government, council of ministers and ministers who are in accordance with the rules. But if it goes beyond the law, we have asked for a written instruction from the higher body .

The authority is operating as a transparent and professional body. It has been reminded that it cannot be implemented if there is a wrong instruction . Every activity of the authority is done by the board of the authority according to the instructions of the government and departmental ministers. We work legally and legally.

We have worked responsibly in everything done by the Electricity Authority. All agencies should accept the work done by the authority. The decision was made by the board and not by the executive director of the authority. The decision was not made based on the decision of the Executive Director . It is a decision made by four ministers for a long time to collect the dues of dedicated and trunk lines. 

Authority has not cut industry lines forever 

Now why connect and cut the power of the industry ? Connecting and disconnecting the electricity does not bring a solution . Until there is a solution . Until then, there will be no repetition of connecting and cutting the electricity of industries. Dedicated and trunkline electricity arrears should be resolved . After cutting the power line, 8 industries have paid the arrears .

The authority has not cut the industry line forever . The authority has given 28 installments. If you pay the first installment to the authority today, we will connect the line within an hour . We have given the facility to industrialists to pay in installments for dedicated and trunkline electricity arrears . We have not asked to give all the money in one lump sum . Some industries are coming forward to pay the amount . If the

industries don't pay, it won't be solved . The government felt that the solution to this problem can be adjusted to the responsibility of the electricity authority that there is a problem in the industry or in the economy of the country . That will be decided by the government. Now we can't just add lines to industries.

I have not done anything to cause any controversy . The amount of electricity tariff should be collected in any way. We are united that all the employees of the Electricity Authority should collect the fee . 

The responsible people say that the bill cut by the authority is wrong 

In various forums, the responsible people are saying that the bill cut by the authority is not correct . Bill is 100% OK . The bill is not a fake . Questions have been made as to why the amount of electricity that is not consumed should be paid. The authority has billed the industries only for the units consumed by the industry . The bill is cut by charging premium duty on that consumption unit .
