Years have passed since the second section of ring road was discussed. But the work has not yet picked up speed. It is not clear when the construction will start. Even after two months have passed since the signing of the letter between the representatives of the Nepalese and Chinese governments regarding the cooperation in the expansion of the ring road, no further process has been carried out.

On August 6, a letter was signed between the representatives of Nepal and China regarding cooperation in expansion. 

In addition, the second section was prepared to be expanded with the support of the Chinese government during the construction of the first section. The work of Koteshwar-Kalanki first section was started in 069 and completed in 075. In the initial situation, due to the lack of preparatory work by the Nepalese government and later due to the Chinese government, further work could not proceed in the second section expansion. 

The second section is going to be extended from Kalanki to Vasundhara culvert with 8.2 km of Chinese grant. Krishnanath Ojha, the head of the Kathmandu Ring Road Road Expansion Project, said that although he had heard that the officials of the two countries had signed the agreement to cooperate in the expansion, the official document had not arrived. 

"All preparatory work has been completed," Ojha said, "There has been some delay due to lack of construction materials to work including the service track." A G2G agreement was signed with China in 2018 for the expansion of this road section. Although the Chinese government has been taking a stand that they will not come without finishing the preparatory work, the work has not progressed. According to Vijay Jaisi, Deputy Director General of Development Assistance Implementation Division under the Road Department, although there is information that the letter of cooperation has been signed, there has been no further update. "It was signed in the presence of the Ministry of Finance and Chinese high officials," he said. It took 6 years to build the 10.39 km road from Koteshwar to Kalanki.

Former secretary Tulsi Sitaula said that because the size of the grant given by China to Nepal is small, there may be a delay in the ring road expansion. 

'The size of the grant given by China for Nepal is small, this may have been the problem in the expansion of the second section of the ring road with China's grant,' said Sitaula, 'but it is easy to work by asking for a loan, but since it takes a long time to work with the grant, the construction will also be delayed. 10 parliamentarians representing Kathmandu filed a proposal of urgent public importance in Parliament last June. They said that the proposal had to be registered as the expansion was stalled. 

From Kalanki to Vasundhara, the traffic jam has increased due to the haphazard destruction of the road. The main vehicular road is narrow. Mud when it rains and dust flying when the sun shines have added to the misery of the locals. Due to the road, the business of this area has also been hampered by the local people. To put pressure on the government, on June 15, a team led by MP (currently Health and Population Minister) Pradeep Poudel, took a group walk of about 12 kilometers from Kalanki to Chabahil. Locals allege that the agency that exerts such pressure is silent now. 

The technical team of China's Henan Communications Planning and Design Institute came to Nepal in February 2019 to prepare a detailed project report (DPR) within two months. The team did the study but did not give a report. According to the road department, if the work starts now, it will take 6 months to prepare the DPR.

The Chinese team said construction would begin within 10 months after officials from the two countries signed the agreement. So far neither the Nepal government has expressed interest nor the Chinese government has taken the work forward. According to Sushilbabu Dhakal, Joint Secretary and Spokesperson of the Ministry of Physical Infrastructure and Transport, who has received information that the Chinese technical team is ready to come to Nepal soon to advance the work.
