The integrated development plan that the government has started to develop the 10 markets around the Madhyapahari Lokmarg as an organized new city has not been able to gain momentum.

In the financial year 2067/068, the government had put forward a plan to develop Fidim of Panchthar, Basantpur of Tehrathum, Khurkot of Sindhuli, Baireni Galchi of Dhading, Dumre Bhansar of Tanahun, Burtibang of Baglung, Chaurjahari of Rukum, Rakam Karnali of Dailekh and Patan of Baitadi in financial year 2067/068.  But even after 11 years, the work of new city development is not enough. Even eleven years after the

project was implemented, the work was delayed due to the lack of legal grounds for work.   Ekraj Adhikari, project director of New City Project Coordination Office, says. According to him,   the then   To organize the two cities in the development area, the project aims to develop infrastructure so that one lakh population can live with essential facilities in 20 years. 

According to the Urban Development Act 2045, a committee will be formed with the head of the relevant local level as the chairman and the project director officer said that the law is the only legal basis for the new city project.

'Even after eleven years of the project, there is no legal basis . The work is being done under the Urban Development Act 2045. There is a need to rely on government resources and investment. But the budget is always very low," he said, "for the construction of 10 new cities in 20 years, 3 and a half billion budget will have to be spent. But so far, only 2 percent of the total budget has been spent.'

Till last financial year, where the new city was being worked on, small pieces of projects worth lakhs and crores were being worked, but from the current financial year, big plans are moving forward, he said.

He said that if the head of the office refuses to go to the place where the work is being done in the new city, he said that there is a situation where the head of the office has to do the work. For a long time, there was a shortage of staff in the project office. There is no such situation now. But the lack of technical staff is the same," he said.

Within 2090 i.e. 10 years from now, the project director officer is confused about the completion of the project which has started with the goal of reaching 100,000 population. According to him, as the migration from the mountains to the Terai is increasing, the government has put forward a plan to build a new city where the Madhyapahari Lokmarg touches.

At present, migration has not been stopped due to the slow pace of new city development. In the 11 years since the project started, 2 percent of the budget has been spent. Migration is increasing more and more. City expansion is a continuous process. It is not the case that it will be completed in the next 9 years,' said the project director officer, 'health, education, local employment growth, and industrial factories should be coordinated.
