The date of 17 Baisakh may not be remembered by many, but the events of that day cannot be forgotten by anyone who is interested in politics, administration and judiciary. There was a lot of activity in the courtyard of Pragya Pratishthan that day. Civil Liberation Party (NAUPA) and CK Raut-led Janmat Party leaders and workers of both the parties gathered in an enthusiastic mood for unity. But before the program started, there were rumors.

Even though we do not know why, Resham Chaudhary, the guardian of a party, Civil Liberation Party (Naupa), which is in the process of integration, was arrested and taken away by the police in plain clothes. The news of the arrest spread in an instant. But to know the reason for this, we had to wait for a while . The police officer of District Police Complex Kathmandu confirmed the news that the journalist had been arrested, but when asked why and for what offence, he pointed the finger at Ramshahpath. The Information Officer of the Supreme Court seemed to be oblivious to this matter. But this confusion did not last long . 

Chaudhary came to know shortly after he was taken to Dillibazar Jail, Mahimansingh Bista, branch officer of the Supreme Court's case branch, wrote a letter in the style of the verdict from the bench and gave it to the police. Chaudhary was released from prison on the same day after the difference of this whole game was revealed. Before the evening fell, Branch Officer Bista was arrested and taken into custody by the team of the police complex. After the arrest of Bishta, the series of events that were developing one after the other ended, but that incident showed how weak our laws and regulations are and how easily they can be misused . This was neither the first incident nor the last that the loopholes in our law and order were exposed. 

Finance Minister Bishnu Paudel and Mayor Dhanraj Acharya of Pokhara Metropolitan City had an accident while flying a hydrogen-filled balloon at a public event. More than the human damage caused by the accident, the way the police and the administration misused it to catch the balloon seller after the accident, even though the incident did not come close to the incident of 17 Baisakh, it was a milestone in explaining how the law and order works and how the decisions of individuals dominate the system and how shame comes to shame. 

It is no longer a condition to be shocked to say that such incidents keep happening in our country. Fraudulent arguments coming out in the 'cooling period' system included in the Federal Civil Service Bill have forced us to think with a cold mind. Those who can do anything anywhere and no one is accountable for it, until we find the answer to the question of how the system was built, these examples will continue to repeat. Now the word shame is not enough to explain this scenario. 

What responsibility did the staff who audited the report perform in this whole case? What did the chairman of the parliamentary committee who was responsible for making the final report read? What did the MPs read and applaud in the House of Representatives meeting?

This incident has made everyone wonder what can happen in the place of law-making . A complicated question has arisen as to how the bill was brought to the House with different arrangements from the agreement reached in the committee and who added the conflicting provisions at which stage. But when looking for an answer, all those in charge are looking for answers, fearing that their role will be questioned . Instead, the party leaders are trying to make their presence felt by painting the walls of social media by publishing one statement after another in the sense that they will be left behind. 

One blames the other, the other points the finger at the other and enjoys the rumours. This has become the trend of politics. As the parliaments were cold in the case of 'cooling period', this shows that here at any time anyone can be a victim of 'procedural error' . Just as Resham Chaudhary happened, just as Indian citizen Kamlesh Kumar was arrested in Pokhara on the charge of filling hydrogen gas in balloons and selling it.

MPs sometimes become Zilla Ram. The 'Electricity Trade Bill-2080' was presented in the National Assembly. In particular, this bill was a bill made to regulate and organize electronic transactions. But during the theoretical discussion, the parliamentarians discussed the electricity trade while giving their views. While this was a completely different matter. There was some banter about this matter and the matter ended like that . But this incident was an eye window to understand how serious the MPs are in their responsibilities. 

Even if we look back at the history, there are many incidents in which the dignity of MPs has been destroyed. From the Prado Pajero scandal to the parliamentarian buying and selling scandal, all the incidents were enough to tarnish the dignity of the parliament. But the current incident has happened when the high-ranking employees are going around the leader's room to avoid a 'cooling period' and the dual character of the leader who keeps the same employees in the party's arms to make them work according to his own interests is being publicized. It not only shows how the parliament is becoming a hostage in the game of self-interest, it also shows how the public opinion is being mocked. 

How serious was the law-making process. But here it is covered in rumors and blame game. And to do the work that the people voted and sent to the Parliament, those MPs are refusing to accept the fact that they are Zilla Ram. Parliamentarians can't get away just because words are confused during the cooling period . None of them, standing at the top of public opinion, have even been heard to self-criticize . Instead, they are talking loudly like a 'digital addict' who is trying to learn how to become viral.
