Swabiyu Elections: Controversies and Ways of Resolution

There should be a free and fair competition between student organizations in SWU elections. But due to the unnecessary interference of mother parties, it is taking the form of party competition. Swaviyu election is a major opportunity to develop students' leadership. If it is conducted in a fair and systematic manner, it can have a positive impact not only on the future of the students, but on the entire educational system.

Swabiyu Elections: Controversies and Ways of Resolution

A common organization of students established by the consciousness of rebellion and creation, the independent students' union (SWAVIU) often causes controversy in the election process. As soon as the Swaviyu election process started, this time also there was a situation of disagreement, recriminations and confusion among the student organizations.

self viyu  Although it is the only legal and official organization of the students, the controversy in the election process not only disturbs the academic environment of the campus, but also raises questions about the legitimacy of student organizations and student politics.

Even this year, out of the 62 individual campuses of Trivi, 13 of the campuses have not yet started the election process due to the controversy. The election process of 5 campuses in Kathmandu Valley is blocked. Due to the unclear arrangements in the election guidelines, political interference from the appointment of office bearers to the selection of candidates for the Swaviyu election and the unnecessary interest of the leaders of the mother party of the student fraternal organizations, the Swaviyu election has been caught in the field of controversy.  Here the main causes of the disputes seen in the Swabiyu elections and the way of solution are discussed.

Due to the lack of clarity in the Swabiyu election guidelines, various disputes arise in every election. The root cause of the current controversy is basically the continuation of the same. In particular, there are disagreements on issues such as determining the authority of organizations, the order of names on the ballot. In some campuses there is a practice of 'first registered organization is considered first official'. Based on that, it is sad that there is a dispute even on a common issue such as putting names on the ballot paper. 

If two groups or subgroups of the same student organization are registered, there is also a dispute about who will be considered official. As a result, more tension has been created between the supporters of Sadar and Badr organization registration. Likewise, there is a tug-of-war between student organizations to come first on the ballot. Because, psychologically, voters are more likely to vote for that organization after seeing the first name. , after an organization or an independent group has nominated, if the official representative of the same organization or group withdraws the candidacy, the process of turning the relevant candidate into an independent candidate is not clear. In fact, the election guidelines should make clear provisions on these issues. But there is no such clarity in the current election guidelines. Therefore, there is a challenge of discussion and consensus even for solving the problem.

To solve such problems, it is necessary to clearly define certain standards to make the organization registration process transparent. When the powers and limits of campus units or committees/committees of student organizations are unclear, central intervention becomes necessary. Controversy sometimes flares up when the center takes decisions contrary to the actual conditions of the campus. In line with the practice of another national election system, the dispute regarding organization registration may be resolved if the student organization that won the first place in the previous election can implement the provision of first place on the ballot.

Who will get the right to vote in the Swabiyu elections? Who doesn't get it? There has been confusion about that. In particular, the issue of whether or not non-admitted students can vote has become a source of controversy. Like

, in some places, student organizations are found to give voting rights to their supporters by 'registration in name only' before the SWIU elections. In some campuses of Tribhuvan University, the matter of whether the students studying in the second semester of graduation or the second semester of post-graduation are allowed to vote is becoming a cause of controversy. 

In order to resolve such disputes, the campus administration should adopt a clear policy of giving voting rights only to regular students enrolled at least 6 months prior to the SWIU election to make the admission process transparent. Before publication of the election schedule, there should be arrangements to resolve possible disputes related to voting rights through adequate discussion at central and campus level. 

Interference of mother party

Student organizations tend to delay the selection of candidates, create internal disputes and divide into factions. When two candidates stand in the same organization in some big campuses, votes are divided and the organization is defeated. Some organizations have given more priority to the recommendation of senior leaders of the mother party than merit and popularity in the selection of candidates. As a result, deserving students are forced to fight against the organization when they don't get tickets. Candidates should be selected prioritizing the wishes of

students. A process like 'Primary Election' can be implemented to strengthen the internal democracy within the organization. Organizations must complete the candidate selection process on time. 

There should be a free and fair competition between student organizations in the SWA elections. But due to the unnecessary interference of the mother parties, it is taking the form of a party competition. When the decisions of the organizations are not independent but under the pressure of the leaders of the mother party, not only the qualified candidates are lagging behind, innovative and progressive plans for the improvement of the educational sector are also being overshadowed. Undermining internal democratic practices in organizations and campuses.

 

There should be provision for student organizations to take their decisions independently. The opinion of the students should be given priority in the selection of candidates, and certain criteria should be determined to select the candidates . The mother party should implement the legal system of non-interference in elections. 

Also, in some places, there has been a controversy because the Swaviyu Election Committee itself played a role in partisan gestures rather than impartiality. Behind this happening is the party division happening in the university. From university officials to campus and campus heads and the political division that takes place when the director of the student welfare council is appointed is affecting the SWA elections. Even though such officials sit in the election committee, they do not seem to be able to conduct elections in an independent role.

When the coordinators and members of the election committee are appointed on party basis, there is also an allegation that only a certain student organization is facilitated. Therefore, it seems that this problem will continue until the party division ends completely. The Election Committee should be completely independent and impartial. External observers (impartial professors or civil society representatives) should be included in the election committee.

We all need to remember that the country's leadership is growing on campus. Instead of questioning the justification of student politics, we should help transform it. Swaviyu elections are a major opportunity for student leadership development. If it is conducted in a fair and systematic manner, not only the future of the students, but the entire educational system can have a positive impact. 

Therefore, the student body, election committee, campus administration and parent parties should adopt long-term solutions. There is an urgent need for reforms to ensure transparent and controversy-free elections.
