Tourists, devotees and worshipers come to Lumbini from all over the world excited to receive the energy of peace, now they are returning with the same satisfaction. Lumbini, which evokes the spirit of harmony, compassion, friendship and kindness, is disturbed by the workers' movement and the monk's protest program.

Lumbini has now become disturbed and panicked because the officials of the Lumbini Development Fund are not responsible and accountable. Dharna processions and protest programs are going on in Lumbini now. From the employees of the fund to the monks have become agitated. It has darkened the spiritual environment here. 

The employees of the fund have been agitating for three days by stopping the administrative work . They are holding a dharna from 10 am to 5 pm after locking the main gate in front of the fund's head office in Lumbini. The main gate and the office branch have been locked . The fund employees union has made a protest program with 4 demands. All the employees of the fund are sitting under the mango tree next to the main gate of the head office in an indefinite protest all day long after stopping their work . Even when the peaceful place is disturbed, the responsible leaders of the fund are staying in the capital . Employees are angry because there is no initiative for dialogue. 

Lharkyal Lama, the vice president of the fund, who went to the capital after celebrating the Buddha Jayanti on 29th Baisakh, is happy there . He went abroad from the capital and came back, but he did not come to Lumbini. Treasurer Dhundiraj Bhattarai has not returned since he went to the capital for treatment on May 30. He is still undergoing treatment when the disease worsens. On the other hand, Sanuraja Shakya, member secretary of the fund, has resigned. He submitted his resignation to Culture, Tourism and Civil Aviation Minister Badri Pandey on July 5, but it was not accepted, sources said. He resigned before the end of his 5-year tenure on October 27th.

Smita Bhatt, the fund planning manager, is also not in the office since July 5. According to the source, Secretary Shakya resigned due to the employee agitation and occasional disagreements and disputes with Vice President Lama. Similarly, sources claim that he resigned because he could not bear the pressure of paying the unreasonable expenses incurred on the Buddha Jayanti in Baisakh. 

There is irresponsibility among the officers of the fund as the four responsible officers of the fund, the vice president, secretary, treasurer and plan manager are not in Lumbini. The senior director of the fund, Gyanin Rai, is also in the capital. It is seen that they are neglecting the responsibility given by the government. 

Since then, member secretary Shakya refused to officially say about his resignation but said that he paved the way for other friends to work. "There was a problem due to the lack of consultation among officials to work," he said, "I was not the only one who could solve everything." I am uncomfortable and separated.' Now nobody knows who is the head of the fund in Lumbini. Himal Upreti is the most senior officer of the eighth level. However, he said that no one gave him an excuse. 

In Lumbini, even when the employees are protesting and the work is stopped and negative messages are going out, he has not taken the initiative to solve the problem . Abdul Offa, the president of the staff union, said that since they are playing games without taking the initiative of dialogue, they are being forced to protest more strongly. "There is no intention to disturb the place of peace," he said, "but they don't even want to listen to our demands, let alone fulfill them." That is why we are being made angry. So far, they have not been called for talks. The employees submitted the memorandum and announced the protest program on July 5th. On July 8th and 9th, he worked with a black band on his hand. After the demand was not met, they have been locked in the office since July 12. 

The employees' union has demanded that they should get accumulated leave, fund allowance and dearness allowance, and by amending the 079 staff regulations, all the employees who are currently under service contracts should be filled through a limited competitive examination so that the age limit does not apply. 

Similarly, they have demanded that all employees should be made permanent by approving the positions soon and according to the Fund Staff Regulations 079, the permanent employees should be promoted . 35 motorcycles, 17 electric buses and vans and 3 diesel vehicles of the fund have been deposited in the fund by the employees. Akdul Ahad Khan, a member of the employee union, said that employees who were riding motorcycles and cars were asked to be detained in the fund premises. The fund has 40 permanent and 177 service contract employees . Union Secretary Jitendra Yadav said that union president Ofa is still under service contract even though he has worked for 18 years, even though he has been working in the fund for 8/9 years as a relative. "There is discrimination even here," he said, "that's why there is a forced rebellion."

In the 2058 Fund Staff Regulations, 70 percent of the local people were provided for employment, but the 079 regulations were arbitrarily amended and removed by conspiracy, he said. 

Since the officials who have been appointed politically in the past appointed their people to various positions without examination, an employee said that now there is a problem in the fund because there are more employees than required. An officer of the fund said that the fund provided as many facilities as possible to the employees under the service contract. According to the employees' union, security and revenue collection were not hindered even though the employees protested. However, some security personnel are also participating in the movement .

Sagar Dhamma, head monk of Nepal Temple, said that due to irregular electricity supply, monks and nuns were forced to go to the office and protested because it was very difficult for them to do their daily routine, prayers and meditation. 

After persuading for two/three years, he said that he was forced to protest even though he was wearing a chibar after no hearing. There is a big problem of electricity in Vihar Mandir of Kosh Master Plan in Lumbini since 5/6 years. "There is not a day that the electricity does not go out here every day," said monk Jhayangchayuv Hoeser, a member of the Lumbini Buddhism Conservation Committee, "I can bear it if it is 10/5 minutes." If electricity goes out for 1 hour to 25 hours, it is not possible to handle daily life . In the scorching heat of the Terai, when life is difficult, we peace activists are rushing to the office and protesting. However, the hearing has not been done.' The monk said that he was going to go to the central office of the Electricity Authority for a consultation to get regular electricity when he had to meditate.

In particular, Lumbini Fund has tendered itself to draw electric wires and put equipment within the master plan, so the authority is avoiding the problems that come from there . The fund has electrified itself at a cost of 29 crores. Placing poor wires and equipment is a daily problem. This is also due to the commission and the technician says that this happened when using poor quality wires and equipment. 

When there is a problem between high-level employees and officials, the victims are small employees, pilgrims, worshipers and monks. There is a lack of coordination, cooperation, dialogue and cooperation between high-level employees and officials. There is a competition to blow each other, not to be afraid and open. The effect of that is here . "No one listens to anyone here, weak officials have never been seen like now". This will reduce the glory and prestige of Lumbini everywhere," said Lilamani Sharma, a resident of Lumbini, "Since the Kosh has completely ignored the locals, it is not a day for local agitation to save Lumbini. Therefore, it is seen that there should be a debate on why to keep a fund that cannot solve the problem.'  The vice president, secretary, treasurer and plan manager of the

fund all consider themselves executives. The fund has four members. They also consider themselves as executives. All the eight members of the organization work hard to implement the instructions. However, the law recognizes only the secretary as the executive. Rajan Basnet, Information Officer of the Fund, said that although the Vice President is considered as an executive in the Officials Regulation 2058, due to all these problems, the Council of Ministers decided in 2074 that only the member secretary is an executive. He said that it was clearly written in the decision that the vice-president and treasurer do not have to appear daily and do not receive salary. He said that despite this clarity, the problem worsened when he went out of his work area. Information Officer Basnet said that the vision, mission and goals are not clear and the problem is due to weak leadership of member secretary Shakya's funds. "Inability to make decisions and mutual distrust within the fund is becoming difficult," he said.
