The employees of the fund have been agitating for three days by stopping the administrative work . They are holding a dharna from 10 am to 5 pm after locking the main gate in front of the fund's head office in Lumbini. The main gate and the office branch have been locked . The fund employees union has made a protest program with 4 demands. All the employees of the fund are sitting under the mango tree next to the main gate of the head office in an indefinite protest all day long after stopping their work . Even when the peaceful place is disturbed, the responsible leaders of the fund are staying in the capital . Employees are angry because there is no initiative for dialogue.
Lharkyal Lama, the vice president of the fund, who went to the capital after celebrating the Buddha Jayanti on 29th Baisakh, is happy there . He went abroad from the capital and came back, but he did not come to Lumbini. Treasurer Dhundiraj Bhattarai has not returned since he went to the capital for treatment on May 30. He is still undergoing treatment when the disease worsens. On the other hand, Sanuraja Shakya, member secretary of the fund, has resigned. He submitted his resignation to Culture, Tourism and Civil Aviation Minister Badri Pandey on July 5, but it was not accepted, sources said. He resigned before the end of his 5-year tenure on October 27th.
Smita Bhatt, the fund planning manager, is also not in the office since July 5. According to the source, Secretary Shakya resigned due to the employee agitation and occasional disagreements and disputes with Vice President Lama. Similarly, sources claim that he resigned because he could not bear the pressure of paying the unreasonable expenses incurred on the Buddha Jayanti in Baisakh.
There is irresponsibility among the officers of the fund as the four responsible officers of the fund, the vice president, secretary, treasurer and plan manager are not in Lumbini. The fund has electrified itself at a cost of 29 crores. Placing poor wires and equipment is a daily problem. When there is a problem between high-level employees and officials, the victims are small employees, pilgrims, worshipers and monks. Rajan Basnet, Information Officer of the Fund, said that although the Vice President is considered as an executive in the Officials Regulation 2058, due to all these problems, the Council of Ministers decided in 2074 that only the member secretary is an executive. He said that it was clearly written in the decision that the vice-president and treasurer do not have to appear daily and do not receive salary. He said that despite this clarity, the problem worsened when he went out of his work area. Information Officer Basnet said that the vision, mission and goals are not clear and the problem is due to weak leadership of member secretary Shakya's funds. "Inability to make decisions and mutual distrust within the fund is becoming difficult," he said.
Chief Archaeological Officer Himal Upreti said that the problem should be solved by meeting the reasonable demands of the employees. In the last financial year, the internal income of the fund was 17 crores and the expenditure was 175 million 53 lakhs. The government does not give a single rupee for salary allowances and office management. Lumbini is the most visited destination in the country. About 2 lakh foreigners, more Indians and 1.6 lakh more Nepalis come here every year.
