The Cabinet led by Girija Prasad Koirala has reversed the decision of the Deuba government and revoked the facility given to MPs and office bearers to import vehicles with customs exemption.

A debate was held in the parliament in 2052 Pus-Magh. The topic of the debate was, 'Customs-facilitated vehicles for MPs'. The parliament used to echo, 'If the panchayats get the facilities, why shouldn't we?' The MPs had demanded that they be able to purchase vehicles with customs exemptions during special times.
The then Prime Minister Sher Bahadur Deuba could not refuse the MPs' demand. Because as soon as the MPs got angry, the government would fall. The post of Prime Minister would be lost. Deuba wanted to please the MPs at any cost. Even then, if the MPs of the Rastriya Prajatantra Party (RPP) were not happy, there was a possibility of forming a government with the UML. The number of RPP parliamentarians was decisive in the game of forming and toppling the government.
In the latter half of the Panchayat, in 2044, it was decided to provide vehicle purchase facilities to the members of the Rastriya Panchayat. The decision of the Council of Ministers of the multi-party system on Magh 29, 2052, was followed by the Panchayat government, which gave the facility to MPs, constitutional bodies and high-ranking officials to import vehicles with customs exemption. At that time, the Deuba government was widely criticized by the public for introducing the 'Pajero culture' as part of a game to maintain power. Even now, Deuba's name is associated with the Pajero culture. The decision caused a revenue loss of crores of rupees to the country. MPs and high-ranking officials were heavily criticized. The issue of providing vehicles with customs exemption to MPs was mainly linked to the distortions of the parliamentary system.
There was widespread criticism that smuggling, commission-taking and corruption were increasing in the country. Voices were raised from the public that the country was involved in corruption by linking MPs, the parliamentary system and the bureaucracy. After Surya Bahadur Thapa resigned in Chaitra, Girija Prasad Koirala had revised the decision on vehicle purchase and other matters. After being appointed as the Prime Minister, the Council of Ministers on Baisakh 7, 2011, had revoked the decision on vehicle facilities. In the decision of the Council of Ministers, it has been decided to stop the customs, sales tax and foreign exchange facilities currently provided to MPs and other officials of constitutional bodies when purchasing private vehicles.
Girija Prasad had revoked the decision made by Prime Minister Deuba of his own party. The Koirala Council of Ministers had also mentioned that the Ministry of Home Affairs would monitor the misuse of vehicles purchased by MPs. The Council of Ministers had decided to cut expenses except for essential items such as financial assistance, medical treatment, formal and informal expenses of government bodies, and foreign visits. The Council of Ministers Secretariat had stated that it had decided to stop all expenses under such headings. The Council of Ministers had decided to cut all administrative expenses except salaries by 10 percent, to create new posts, to form committees, commissions, task forces, and to control the establishment of new government offices.
It was decided that the secretaries of the ministries concerned would be responsible for immediately returning vehicles used illegally by ministers and government institutions and preventing their misuse. The responsibility of monitoring this was given to the Ministry of Home Affairs and the secretaries of the ministries concerned. Similarly, on April 3, 2055, National Assembly Speaker Beni Bahadur Karki had designated Madhav Kumar Nepal, the leader of the main opposition party and UML general secretary, as the coordinator in the National Assembly meeting.
Five days after Nepal designated the coordinator, Nepal spoke at the National Assembly meeting on April 7, 2055, and informed that the necessary preparations for the corruption investigation had been completed. After giving time to speak about the preparations for the investigation, Chairman Karki informed that Nepal had completed the necessary preparations to form an investigation committee into the rampant smuggling, corruption and commission-taking in the country. After the issue of corruption was repeatedly raised in the National Assembly meeting, Chairman Karki had appointed Nepal as the coordinator and initiated the investigation process. Nepal was given the responsibility of preparing the committee's working procedures and terms of reference.
There was a great deal of anger at the public level after the widespread misuse of government funds, including corruption and irregularities, which brought disrepute to the parliamentary system in the name of maintaining a united government. Due to political instability, 5 prime ministers had become prime ministers in the three and a half years since the 2008 mid-term elections. During this period, 4 prime ministers had led the government for 6 to 18 months.
The competition for power, corruption and positions led to a split between the largest party in parliament, UML, and the third largest party, RPP. Kantipur Daily published a news article on these references under the title ‘Revocation of the system of towing vehicles at customs facilities’ on 2016 Baisakh 8.
