Since becoming Prime Minister in 2048, the relationship between UML and Girija Prasad Koirala was formally good. UML had started a street struggle by supporting the employee movement less than a hundred days after Girija Prasad became Prime Minister. After that, a wide gap had formed between UML and Girija Prasad over issues such as the Tanakpur Agreement, the Dasdhunga accident, and the Arun III Power Project.

Girija Prasad was also angered by the fact that the government formed under the leadership of UML Chairman Manmohan Adhikari in nine months after the 2051 mid-term elections was toppled. The Manmohan government formed in 2051 was removed by the Congress in 2052 through a no-confidence motion. The residual effect of the competition between Thapa and Chand since the Panchayat period in the RPP remained in the multi-party system. The strategy of UML supporting Chand and Congress supporting Thapa had given the Panchayat elite the opportunity to come to power in turn. Thapa's tendency to pull Chand's legs and Chand's legs had contributed to the split in the RPP.

But Thapa was in trouble within 7 months of becoming the Prime Minister. Eventually, the party split. After the split in the RPP, Thapa was weakened. The UML, the largest party in the House of Representatives, split and formed the ML. Taking advantage of the weakness of the opposition, Congress President Girija Prasad wanted to lead the government himself. The numerical calculations of the parliament also made the leadership of the Congress seem natural. Thapa resigned 6 months and 10 days after becoming the Prime Minister. After that, Girija Prasad was appointed as the Prime Minister on 30 Chaitra, 2054. 

Girija Prasad was appointed by the king as the minority prime minister. On 2055 Baisakh 5, the opposition parties including UML and the new RPP gave Girija Prasad a vote of confidence, and the post of prime minister continued. From 2051 to 2054 Chaitra, 5 prime ministers had been elected. The games played to gain power had discredited the parliamentary system. Many games played to maintain and overthrow the government were ineffective and even the top leadership had to bow down. Therefore, there was a voice among the people's movement's fellow travelers that the government should be run by unity.

At this time, since Girija Prasad wanted to lead the government, the UML also agreed. Feeling that the party was weak due to the split, the UML supported the Congress. After the UML and the Congress merged, it became easier to run the government. Therefore, in the voting held in the House of Representatives on 2055 Baisakh 5, Girija Prasad got 144 votes. His opponent had 5 votes. 40 MPs from the MLA formed after the split of UML did not participate in the voting. 11 members of the RPP Thapa group remained neutral during the voting. 8 members of the new RPP voted for Girija Prasad. Girija Prasad got 144 votes. The CPN-ML led by Sahana Pradhan had distanced itself from the Congress, demanding treaties and agreements including the Mahakali Treaty and a perspective on India and the US. Mainly due to the anger over the recent party split, the UML and MLA had devised a strategy to prevent each other from entering the government as much as possible.

During the voting, Narayanman Bijukchhe of the NEMKIPA and Pari Thapa, supported by independent MP Masal, were not present at all. The minority government had received a large number of votes in parliament. The political situation was such that the UML and the RPP, which had split into two, were not in a position to remain in the same place. That is why it was assumed that the UML and the Thapa-led RPP would not participate in the voting. Since they had recently split, there was acrimony between them. Girija Prasad had requested to vote for him for national consensus.  Girija Prasad had said that there was a need for a clean style of running the government and that mutual accusations should end. The news prepared by journalist Hari Bahadur Thapa, focusing on the situation in which Girija Prasad, who became Prime Minister for the second time, received a vote of confidence from the Parliament, was published in Kantipur Daily on 2055 Baisakh 6 under the title 'Vote of Confidence to Prime Minister Koirala'. It was estimated that the relationship between UML and Girija Prasad had begun in a new way after the vote of confidence.
