As a result of the extreme unparliamentary activities seen in the parliamentary system and the immoral character of the lawmakers, Lokendra Bahadur Chand, who became Prime Minister with the support of the country's largest party, UML, formed an 8-member cabinet on Falgun 28, 2053. King Birendra administered the oath of office to Prime Minister Chand and other ministers on the same day. Bamdev Gautam, who played an important role in the consolidation of power, was made the most powerful in the Council of Ministers. He became the Deputy Prime Minister and Home Minister. Rabindranath Sharma was made the Finance Minister from the RPP. UML's Sahana Pradhan was made the Minister of Forest and Land Reforms, Radhakrishna Mainali was made the Minister of Health, Amrit Kumar Bohara was made the Minister of Local Development, Gajendra Narayan Singh was made the Minister of Supplies, Science and Technology, Rameshwar Raya Yadav was made the Minister of Law and Justice, and Women and Social Welfare. As the list of ministers to be appointed in the UML could not be finalized, there were no ministers in all ministries. 

Parliament adjourned for seven hours 

The parliament session began 7 hours later than the scheduled date on the day the cabinet was formed and sworn in. The lawmakers who had reached the parliament building were confused due to the oath-taking of the Prime Minister and ministers. Since there was no oath-taking, Prime Minister Chand had met Speaker Ram Chandra Poudel and requested him to conduct the meeting without the presence of the ministers. Therefore, the meeting called for 11 am began at 6 pm.

Unity in the RPP by the government 

There were signs that the dispute within the RPP would subside after Chand became the prime minister. Party chairman Surya Bahadur Thapa, who had come out in favor of the Deuba government, had indicated that the dispute had subsided by sitting on the ruling party bench in parliament. He had told reporters, ‘I will still work responsibly and with parliamentary dignity.’ He had congratulated Deputy Prime Minister and Home Minister Bamdev Gautam on the parliament premises and indicated that relations with the government would improve. When a no-confidence motion was tabled in the parliament against Deuba in 2053, Thapa played an important role in defeating it. The last time, only 10 RPP MPs supported the signature to make Chand the Prime Minister. The RPP had survived the split on the issue of power itself. So much so that even after being in power, the incident of RPP MPs sitting on the opposition bench and showing unparliamentary behavior was causing trouble, this time a comfortable environment was created. But the Thapa-supporting MPs sat on the ruling party's chairs, considering it very awkward in the parliament. Inside the parliament, UML MPs sarcastically welcomed some RPP MPs saying that they had come to power. Some RPP MPs joked that they had never had to sit on the left seat in the parliament. 

 Among the RPP MPs who failed to make Chand the Prime Minister were Pashupati Shamsher Rana, Fattesingh Tharu, Buddhiman Tamang, Shanti Shamsher Rana, Prakash Chandra Lohani, among others. In the parliament, the Chand party MPs were sitting in the front seats with a smile. The Thapa party was sitting in the back seats. 

After forgetting that they were in power...

Some UML MPs had forgotten that they were in power. That is why they seemed confused about which site of the parliament to sit in. Some MPs had stumbled and sat on the opposition bench. The Congress welcomed the UML MPs who had reached the opposition seat with hugs. UML General Secretary Nepal, who was sitting in the 'VIP' pavilion, was teasing the opposition Congress. 

Both former prime ministers absent

Former prime ministers Manmohan Adhikari and retired prime minister Deuba were not present in the first meeting after Chand became prime minister. Deuba had even resigned as the leader of the parliamentary party at the party's request. Manmohan did not attend the first parliament meeting after his own party came to power. Manmohan had stood in favor of not making Chand the prime minister. 

KP Sharma Oli, who was in favor of Manmohan, was sitting in the last seat of the ruling party with a dirty face. After seeing Oli, who had entered the parliament in a shirt and pants, sitting in the last seat, UML Chief Whip Devi Prasad Ojha had taken him to the front. Leaders including Chairman Manmohan, General Secretary Nepal, and Oli were in line not to make Chand the Prime Minister. Leaders including Manmohan stood in favor of the government under the pressure of the majority of the Standing Committee, including Bamdev, and on the condition of strengthening the diversity seen in the party. In the first meeting of the parliament after the UML came to power, some ministers were absent.

  Due to the dispute within the RPP, the government was in a position to get the support of 113 MPs. However, there was still a fear that there might be a 'disruption' until the vote of confidence was taken. Therefore, preparations were made to take the vote of confidence soon. Chand had become the Prime Minister after performing many games for 18 months to discredit the parliamentary system. Chand, who made a last-ditch effort to save the Panchayat, got the opportunity to become the Prime Minister within 7 years of the multi-party system. 

 The news that Chand was sworn in as Prime Minister and formed a cabinet, and the interesting activities seen in Parliament were prepared in the context of the news published by Kantipur Daily on 20 Falgun 30, 2053 under the title of Swearing-in by the newly formed Council of Ministers.
