There is occasional talk that the Far West region is still lagging behind in terms of infrastructure and social development compared to other regions of the country. However, the credit for all the development efforts that have taken place in the Far West since the political changes of 1991 is often given to former Prime Minister and outgoing President of the Nepali Congress, Sher Bahadur Deuba.

In particular, Deuba opened the door to development in the Far West after he became Prime Minister for the first time in 2052 Bhadra. After becoming Prime Minister, he made efforts to develop infrastructure including the Karnali Motorable Bridge, electrification, communication, and roads.

After becoming Prime Minister, Deuba, who went to the Far West along with Water Resources Minister Pashupati Shamsher Rana in 2053 Jestha, not only inaugurated and laid the foundation stone of development infrastructure but also outlined future development plans.

Deuba had visited various districts of the Far West, promising to build electrification, roads, and motorable bridges. He had inaugurated the 67-kilometer Siliguri (Doti)-Saanfebagar (Achham) road built with the assistance of the Asian Development Bank.

On the occasion of the inauguration, Deuba had informed that 22 motorable bridges would be built to connect the country with the Far West. At that time, ferries (a type of stone) had to be used to cross the Karnali River. Many citizens had to use the Indian route to go to the Far West. Now, these bridges have been built and have become a means of connecting Kathmandu to the Far West. The credit for this is given to Deuba.

During the visit, Deuba had said that an agreement had been reached with India to build the bridge. Water Resources Minister Rana said that the Mahakali Treaty would provide significant support for the development of the Far West. Asian Development Bank Resident Representative SA Shah said that the construction of the road would help pave the way for the development of the region. He said that the bank would provide more support in the future.

Similarly, Prime Minister Deuba inaugurated the Attariya-Dadeldhura-Dipayal 66 kV transmission line in Dadeldhura. The transmission line, built with an investment of about 147.5 million rupees, including 251.7 million rupees from the French government, was planned to provide electricity to Dadeldhura, Baitadi, Achham, Darchula, Bajhang, and Bajura. On the occasion of the inauguration of the transmission line, Prime Minister Deuba had said that the goal is to provide roads and electricity to the headquarters and rural areas of each district.

He had said that if the water resources can be utilized properly, it will greatly help Nepal's development. French Ambassador to Nepal Daniel Dumpo expressed his happiness at being able to support the development of the Far West. He informed that a French team was coming to Nepal to study the plans proposed by the government.

At that time, electricity generation was 2.25 megawatts, and even the headquarters of remote districts were not reached by road transport. At that time, the annual budget for the fiscal year 2052/053 presented by Finance Minister Dr. Ram Sharan Mahat was 57.5 billion.   

During his visit to the Far West, Deuba inaugurated a small hydropower project in Achham.  At that event, local political parties and the general public of Achham proposed development projects to Deuba.  From this small power project, a line was connected to Mangalsen, Bayalpata, Ridi Road and Sanfebar.  The cost of the project was 98 million. 

Telephone service in Dadeldhura  
Prime Minister Deuba inaugurated a telephone service with a capacity of 150 lines in Khalanga, his home district, Dadeldhura.  On that occasion, Deuba announced that the government would connect all VDCs to the national communication network through public telecommunications. 

General Manager of the Nepal Telecommunications Corporation, Gajendra Singh Bohara, informed that the cost of the project, which was completed in two months, was borne by his own resources. On the occasion, it was informed that 5,286 lines have been distributed so far, including telephone exchange service, C-dot exchange service, and MARTS system and VHF system in 5 places in the Far West.
