After BP Koirala fell ill in 2034, Krishna Prasad Bhattarai was given the responsibility of the working president by the Patna conference. After BP's death, the conference held in 2039 Mangsir at Ganeshman Singh's residence, Chhetrapati, also appointed Bhattarai as the working president. He led the Congress as the working president from 2034 to 2048.

He was elected as the first elected president at the eighth general convention of the Nepali Congress held in Kalbalgudi, Jhapa in 2048. For more than a decade and a half in the history of the Nepali Congress, the party was led by the executive. After the Kalbalgudi general convention, Bhattarai led the Nepali Congress for 19 years until 2053.

Bhattarai did not become a candidate for the presidency at the general convention held in 2053 at the International Conference Center in Kathmandu. After he did not become a candidate, new faces began to appear who wanted to become the president. But Girija Prasad Koirala stood as the undisputed president. However, there was no situation where he could leave the presidency unanimously.

There was a huge rift in the party, especially due to the disagreement between the acting president Bhattarai, the supreme leader Ganeshman and Koirala regarding the operation of the Congress government formed in the 2048 election. After the 2048 election, mid-term elections had to be held due to the conflict within the Congress, which had a majority in the House of Representatives. There was a division of the Congress into the 'Chhattise and Chauhattre'.

The Chhattise, which had 36 MPs, was led by Bhattarai and Ganeshman, while the Chauhattre was led by Koirala. The situation that arose after that division in the party led to Wagle becoming a candidate against Koirala in the general convention. Wagle was one of the MPs who planned to defeat the policy and program presented by Koirala in the House of Representatives in 2051. He had the moral support of Ganeshman.

However, Ganeshman had become inactive in the party by the ninth general convention. Leaders who were dissatisfied with Koirala stood together. Koirala won the presidency by getting 1,144 votes. Wagle was his closest rival. But Wagle received fewer votes than Koirala. Wagle received 254 votes. Another candidate for president, Ramhari Joshi, received 12 votes. He received 1,410 votes in the general convention.

Ramchandra Poudel, Vijay Kumar Gachhadar, Khum Bahadur Khadka, Bhim Bahadur Tamang, and Sushil Koirala won central membership from their respective development areas in the general convention. All those competing with them received fewer votes. After being elected, they believed that the democratic process had begun in the party. Presidential candidate Wagle congratulated Koiral and promised to support the party in its running.

The general convention passed the principle that balanced economic development and social justice are the core essence of the party. The general convention passed a resolution to end dual land ownership and expand economic activities in the productive agricultural system, industrial and service sectors to achieve the goal of socialism embraced by BP. The resolution passed a resolution that the unlimited intervention and control system of the state in the economic sector had failed. The general convention of the Congress had put forward a resolution to promote an open economy. The economic resolution was presented by central member Dundiraj Shastri and was supported by the then Finance Minister Ram Sharan Mahat.

[Archive] That rivalry between Girija Prasad and Chiranjeevi The political resolution of the general convention stated that the UML had failed to understand democratic harmony and harmony. The Congress resolution stated, ‘The relationship between the two parties is sometimes up and sometimes down due to the ambiguous policy and character adopted by the UML regarding the constitution and constitutional organs.’ The Congress general convention had asked the UML to correct itself in favor of democracy. In the resolution, the Congress concluded that some of the issues mentioned in the official documents of the UML were not in a position to be accepted as a democratic force. However, the Congress stated that it had a clear opinion on the constitution and was taking the RPP along with it in the joint government for political stability. Less than 7 years after the change in 2046, the Congress considered the RPP to be a reliable democratic force. At that time, Sher Bahadur Deuba was the Prime Minister with the support of the RPP.

Therefore, it was mentioned in the political resolution that the joint government should be preserved. The news prepared by journalists including Bishwamani Pokharel, covering the competition between Chiranjeevi and Koirala, was published by Kantipur Daily on 28 Baisakh 2052. The news mentioned the Congress's economic policy and political line proposal. Also, the Congress General Convention did not accept the UML as a fully democratic party based on its documents.
