According to the price set by the government in Ashar 2052, the agricultural input company was supposed to sell chemical fertilizer at 285 per bag. However, farmers did not receive chemical fertilizer at the price provided by the government during the farming season.
There were instances where farmers from different districts stood in line for 14 hours at the Agricultural Inputs Institute in Bhadrakali, the capital, to purchase fertilizer.
The government had been providing chemical fertilizers to farmers at a price less than 50 percent of the retail price by subsidizing fertilizer. But the farmers did not get the fertilizer provided by the government. They used to buy fertilizer from the black market for up to 650 per sack. The problem of not getting fertilizer was not only in Kathmandu but throughout the country. Even then, farmers outside the valley had to leave their homes and stand in line on the road for 7 days to get chemical fertilizers. One example of this was the farmer, ‘Hark Giri of Kavre Gothpani.’ He had come to Dolalghat in Asad 2052 looking for chemical fertilizers. There was no transportation facility. He kept waiting for the fertilizer for 7 days after coming to Dolalghat, instead of saying that the fertilizer would come today or tomorrow. He had taken off his wife's tilhari and left home to buy urea fertilizer. He had deposited his wife's tilhari in Dolalghat for Rs. 150 as a deposit. He had told Kantipur, 'Even if the fertilizer comes, I don't have the money to buy it. There is neither tilhari nor fertilizer, how can I go home now that my wife won't let me in.' The money he had borrowed from the moneylender by depositing the jewelry had been spent while eating in Dolalghat. Not only Hark, Hari Bahadur of Sindhuli Dumja had come to Dolalghat on the banks of the Sunkoshi in search of fertilizer. He had said, 'I found fertilizer worth three hundred rupees, but I got it for nine hundred rupees.' Like Hark and Hari Bahadur, a farmer from Kavre Jyamdi, Shadananda, used to come to Dolalghat once a day since Jestha in search of fertilizer. He needed four bags of urea fertilizer, but he got one bag for Rs. 460.
Farmers had stopped the operation of agricultural transport for a day after not receiving fertilizer. 500 farmers from Sindhupalchowk, Kavre, Sindhuli and Ramechhap, without sandals on their feet, wearing torn clothes, carrying sacks and bags in their hands, had staged a dharna on the bridge in Dolalghat for a whole day. Their demand was, ‘The Chief District Officer of Kavre should bring fertilizer.’ The farmers had gathered because the then Chief District Officer of Kavre, Punya Prasad Neupane, had sent news of the arrival of fertilizer the previous day. But when the fertilizer did not arrive that day, farmer Indra Tamang of Hoxe, Kavre, had asked, ‘Does even a district head like CDO deceive the people?’ When the then DSP of Kavre, Arjun Jung Shahi, suggested that the fertilizer be brought after two days, if not, they would protest again, the farmers had left the road.

When the farmers were confused on the road, the former MP of the area came to Dolalghat in a Maruti van . He quickly entered the Dolalghat police station and met Pradya Neupane and DSP Shahi . After a while, he came out of the station and raised slogans against Agriculture and Land Reforms Minister Radhakrishna Mainali . He had asked Radhakrishna to resign . Upreti, who was in an angry mood, said from the crowd, 'This has happened because the ministers of our party's government have not been able to work. Those who cannot run one department have been given three departments each. If those who cannot resign, Bahadur will come and run the other.' It was said that Upreti, who lives across Dolalghat, used to sit there and speak in favor of the farmers even during the Panchayat period . He used to take a stand that the people of Kavre should not be allowed to take the goods like fertilizer and foodstuff taken from Dolalghat elsewhere unless they needed it. Upreti, who had once won the National Panchayat seat, had the nature of going ahead and snatching the goods himself if necessary. He had gathered the sympathy of the farmers who were looking for fertilizer and told the crowd, ‘If I have to leave the party, I will not leave Radhakrishna.’
Some UML workers in the crowd were arguing that the Congress did not allow the fertilizer to come to topple our government. In the crowd, a UML worker from Dolalghat was saying, ‘We have ruined our land.’ When the fertilizer provided by foreigners did not come, there was such an uproar. You understand, earlier, corn plants were dug up one by one, what kind of fertilizer it tasted like, even stronger than foreign fertilizer. But nowadays we don't do that.' He had suggested going home and defecating on the corn plants. He had suggested that we should start a campaign to wake up our own manure. In the same crowd, Sukuman Tamang, who came from Kavilas village, had shouted, saying, "What does this man want? We are savages." Someone was talking about throwing the political activist into the Indravati. At that time, Upreti had come there and slapped his own activist, telling him not to talk nonsense. At that time, the depots of Bahrabise and Dhulikhel were empty, and farmers were buying manure through blackmail. Locals said that about two trucks of manure were hidden in Dolalghat. The Dolalghat Road Office employee had said, "If you check the trader's warehouse, you will find it."
How are farmers facing the shortage of manure? The news prepared by journalist Taranath Dahal, referring to the Dolalghat incident, was published in Kantipur Daily on 25 Asad 2052 under the title ‘Tilhari sold, no fertilizer, how to go home?’. Even after almost 35 years since the political parties took power after the change in 2046, the demand for fertilizer during farming is still the same.
