The UML minority government formed after the mid-term elections of Kartik 29, 2051 presented its policies and programs to Parliament for the first time on Poush 8, 2051. In accordance with the then constitutional arrangements, King Birendra read the government's policies and programs in the House of Representatives.
The policy and program made public through the royal address focused on the budget and plans to be brought by the UML. The policy and program was introduced through the royal address at a time when there was a lot of curiosity about what the budget of the first communist government in the country's history would be.
The royal address delivered at a joint meeting of the Parliament Building in the Butterfly Garden at Singha Durbar introduced a policy and program to maintain national consensus and maintain stability in the country and to build an egalitarian society by raising the living standards of the uneducated, disadvantaged and poor. It also mentioned that the country would be given emphasis on an open economic program. The policy and program of the UML, which has been opposing an open economy and privatization, seemed to adopt the path taken by the previous government in terms of policy.
In the royal address, policies and programs related to economic development were brought, such as giving high priority to the private sector, giving priority to national capitalists, employees and workers during privatization, focusing on the full utilization of foreign aid, making commercial banks rural-oriented, reforming the tax system, emphasizing the development of cooperatives, and conducting commodity development and market expansion programs to balance foreign trade. UML, which has been opposing privatization, did not bring a policy to stop it. It was said that priority would be given to national capitalists.
A plan was put forward to prioritize local development through the slogan 'Let's build our own villages' towards development. The address mentioned giving priority to roads and electrification and studying the feasibility of waterways. A policy and program was introduced covering topics such as bringing a concrete policy for the private sector to establish educational institutions, providing free education to the children of martyrs up to graduation, improving the textbooks, curriculum and examination system, and studying to establish universities. Similarly, the royal address mentioned the formation of a high-level commission on human rights, implementing effective programs on child labor and indentured servitude, and studying to establish a minimum wage for agricultural workers.
The policy and program mentioned the formation of labor courts, prison reform, compensation against torture, and making laws by bringing public crimes within the jurisdiction of the courts. The royal address mentioned the formation of a high-level study commission to study to provide citizenship to all Nepalis in a simple manner.
The policy and program mentioned that work would be started to implement voter ID cards to make the elections fair and dignified. The speech mentioned that the departmental actions taken in the employee movement would be reviewed and legal remedies would be provided as per the law. After the 2048 election, an employee movement broke out soon after Girija Prasad Koirala became the Prime Minister. There was also a huge loss of money and lives during the employee movement. Therefore, the UML mentioned the issue of employees in the policy and program to provide relief to those who were dismissed from their jobs or suffered departmental action due to the movement. The speech mentioned that a study would be made to use the then Royal Nepali Army in development and construction.
The policy and program mentioned that the government would maintain relations with friendly countries based on the Panchasheel and the principles of non-alignment and that it would have a deep and unwavering commitment to the ideals and goals of the United Nations. The government's policies and programs to resolve the Bhutanese refugee problem and make the South Asian Association for Regional Cooperation (SAARC) effective were made public through the address.
The news prepared by the UML government on the eve of the budget was published by Kantipur Daily on 2051 Poush 9 under the title 'Address to the Eighth Convention by Mr. 5, UML Government Presents Policies and Programs'.
