BS. Immediately after Manmohan Adhikari became Prime Minister in the mid-term elections of 29 Kartik 2051, the argument began to be made that the government belonged to the UML and the House belonged to the opposition. Based on this argument, polarization began between the left and non-left.

The Congress nominated Ram Chandra Poudel and the UML nominated Chandra Prasad (CP) Mainali for the Speaker position. Gautam was the UML Deputy General Secretary at that time. Rastriya Prajatantra Party's Pashupati Shumsher Rana, Sadbhavana's Gajendra Narayan Singh and independent MP Bhandari had expressed their support for Paudel. In the mid-term, RPP had won 20 seats. Sadbhavana's 3 and independent MPs also supported Paudel.

CP had the support of 2 people including UML and Masal, 4 from NEMKIPA and one independent. At first glance, it seemed that the left and non-left factions were separated. The Congress and RPP parliamentary parties had issued whips to vote in favor of Paudel. The Speaker was elected in parliament by the method of 'yes' and 'no'. Arjun Narsingh KC was the last MP to cast a voice vote in the parliament according to the caste system, while Trilochan Sharma Dhakal of UML was the last MP. 51-year-old Poudel was arrested 13 times from 2017 to 2046 during the democratic movement and spent 14 years in prison. He was the Minister of Local Development and Agriculture in the government formed under the leadership of Girija Prasad Koirala in 2048. He was arrested while active in Chitwan-Bharatpur during the armed movement launched by the Nepali Congress in 2018. Poudel, who reached the central committee of the Nepali Congress through student politics, won the election for the second time from Tanahun. He defeated his closest rival by the largest margin in the mid-term elections. He has also written a book called 'Democratic Socialism: A Study'. He was also presented as a socialist thinker. Poudel is the third Speaker in the history of Nepal's parliamentary system. Earlier, Krishna Prasad Bhattarai was elected Speaker in 2015 and Damannath Dhungana in 2048.
